Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The Policy, Programme and Intergovernmental Division develops and implements UN Women’s programme of work across its normative, coordination, and operational triple mandate and provides policy advice and guidance and technical support to intergovernmental processes, UN system, and UN Women regional and country offices, among other partners and stakeholders. The Division is organized in thematic sections, which undertake policy research; analyze data on country, regional and global trends; and propose evidence-based options for global policy, norms and standards as well as for UN Women’s policy advocacy and global programme strategies. The Division also undertakes substantive preparations for the Commission on the Status of Women (CSW) and drafts reports on behalf of the Secretary-General on multiple topics.
Economic empowerment (EE) is one of the priority areas of UN Women. The section works with governments, civil society and other development partners to promote women’s income. Under UN Women’s Strategic Plan (2022-2025), the Economic Empowerment section is undertaking work on three gender equality accelerators on Transforming the Care Economy, Women in the World of Work and Women’s Climate Action and Green/Blue Economies, as well as a hub on Sustainable Finance, and will continue to engage in normative, policy and coordination work in line with UN Women’s mandate, including the production of three biennial reports on behalf of the Secretary-General and involvement in numerous intergovernmental and interagency processes.
Under the general supervision of the Chief of Section, the Data, Monitoring and Reporting Specialist will be responsible for tracking, collating and reporting on global data and trends on key areas of the Section’s work and for ensuring that a Results-Based Management (RBM) approach is fully integrated into the Section’s work including, evidence-based programming approach and the results based M&E. The incumbent will coordinate and provide technical guidance and support to colleagues at national, regional and global level on data strategy development, thematic reviews, capacity building and channels for knowledge sharing; support monitoring, assessment, analysis and reporting on key results and achievements across the Section, and prepare documentation for UN normative intergovernmental processes; prepare studies, reports and content for policy advocacy.
Key Functions and Accountabilities:
1 Provide technical support to the Section’s Monitoring, Evaluation and Reporting Activities
- Develop, manage and lead the implementation of a rigorous programme of learning, monitoring and evaluation for the section in collaboration with country and regional offices.
- Coordinate the preparation of the Annual Work Plans (AWPs) and ensure Monitoring, Evaluation and Research (MER) plans align with the AWP and with the UN Women Strategic Plan
- Coordinate annual work plan monitoring, reviews and reporting.
- Provide technical guidance on Results Based Management (RMB) and Learning, Monitoring and Evaluation (LME) to all project teams, including conducting practical training as required.
- Develop, update, and ensure the effective use of UN Women guidelines on data, monitoring and reporting documents by section staff.
- Support the section to conduct reviews of projects and programmes on a periodic basis to assess the progress against the agreed results/objectives, efficiency, effectiveness and needs for adaptation.
2 Provide technical guidance to the Section and oversee monitoring and tracking of results against UN Women Strategic Plan and Economic Empowerment Strategy
- Lead on the reporting of outcomes and key indicators that the section leads on against the UN Women strategic Plan and the IRRF framework.
- Provide input into methodological notes and data collection tools and frameworks.
- Oversee the data quality and reporting of indicators for the UN Women strategic plan and IRRF framework.
- Liaise with the Independent Evaluation Service in evaluations of the section and coordinate inputs from the section to sure evaluations are well aligned to programmatic needs and priorities.
- Ensure relevant evaluation findings, conclusions and recommendations are incorporated into programme reporting.
