Position Overview
The Division of Family & Community Services is seeking to hire a dynamic administrator and independent and critical thinker who is organized, detail-oriented, strategic mindset, and a motivational leader with the ability to communicate vertically and horizontally to oversee Basic Supports Unit for the Department of Human Services. The Administrator will evaluate and control the administrative aspects of the statewide Food Assistance, Title XX and Emergency Solutions Grant Programs and Sections. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through its programs, services, and prevention efforts, the Division improves the health and well-being of individuals and promotes the self-sufficiency and integrity of families in Illinois.
Job Responsibilities
- Serves as Basic Supports Administrator within the Illinois Department of Human Services, Division of Family and Community Services’ Office of Adult Services and Basic Supports.
- Serves as full-line supervisor.
- Plans, coordinates, monitors, and evaluates the administrative aspects of the Bureau’s statewide Food Assistance, Title XX, and Emergency Solutions Grant programs and sections.
- Implements and evaluates standards and procedural guidelines for the total management process of the state and community block grant service functions.
- Plans, organizes, and implements in-person monitoring designs, tools, and schedules for programs.
- Plans for, organizes, and implements the effective utilization of program onsite monitoring resources.
- Coordinates, plans, and implements the eligibility determination process and approval (or denial) of reimbursement for the Donated Funds Initiative Program to verify compliance with federal and state regulations.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in the social or human services field.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a health and human services organization.
Preferred Qualifications
- Four (4) years of professional work experience with and thorough knowledge of grantmaking (e.g., pre-award and award requirements and budget development, analysis, and implementation), contract (e.g., development/amendment and identification of deliverables), allocation and tracking of federal/state funds, and payment processes in adherence to GATA/2 CFR 200 policies and procedures and/or other similar mandates for a public or private organization.
- Four (4) years of professional work experience planning, coordinating, implementing, and/or evaluating program service delivery, including Food Assistance, Title XX, and/or Emergency Solutions Grant for a public or private organization.
- Four (4) years of professional work experience in communicating (orally and in writing) in a clear, concise, and grammatically correct manner for executive management, using various communication mediums (e.g., email, marketing messaging, digital media, commercials, and/or radio).
