About the role

The Legal Executive Group Manager (HR Legal) is a senior management-level position responsible for managing a team and serving as a key strategic partner to senior business stakeholders and functional partners including HR by providing counsel and thought leadership on all aspects of legal matters related to Employment law for the relevant organizations. The overall objective of this role is to set the strategy for and manage a team providing legal support, advice and guidance for the Citi Wealth and USCC organization, as well as the Administrative Charges unit. 

This role has a significant degree of responsibility and authority. This role requires solid conceptual / practical grounding in the laws and regulations for the geographies in which we operate as it relates to matters of Employment law & HR for Wealth and USCC. This role also requires significant management responsibilities, including talent management, budgeting (including headcount and financial), and strategic planning for the team.  This role will also contribute individual and tactical support, including providing individual advice and counsel on matters presenting higher risk to the organization.

Responsibilities:

  • Ensure compliance with employment laws and regulations for assigned organizations; provide counsel and serve as a key strategic partner to business managers and HR regarding compliance with employment laws
  • Advise on all matters pertaining to employment law and human resources within the in-scope organization, specifically but not limited to discrimination, performance, discipline, talent management, employment contracts, immigration law, compensation, workplace safety, investigations, restrictive covenants, and other areas
  • Audit current and prospective employment policies, practices, and compliance initiatives while identifying areas of risk
  • Manage, lead, and develop one or more teams of legal professionals; actively set the functional strategy / agenda for the team and their areas of responsibility with primary accountability for the end results; provide mentorship and guidance to team
  • Serve as a key stakeholder in senior forums covering strategy, risk management, Employment law & HR governance, franchise reputation and/or highly complex or high-risk issues
  • Represent the firm both internally and externally with clients, governmental bodies, regulators, industry groups or other organizations, as needed
  • Anticipate, evaluate, and appropriately respond to developments in state, federal and international Employment & HR laws and regulations that impact relevant Citi activities for the in-scope organization; assist the firm in evolving to meet marketplace and client needs
  • Manage outside counsel in litigation and arbitration matters, including by setting strategy and ensuring quality, and supervise team in managing litigation, arbitrations, and administrative charges
  • Appropriately assess Employment & HR risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards

Qualifications:

  • 15+ years of relevant employment law experience, including experience at a law firm and/or in an in-house legal role; 8+ years of managerial experience
  • Excellent leadership, interpersonal, organizational and relationship management skills
  • Experience in working in financial services and/or in regulated industry and with regulators / regulatory bodies
  • Proven ability to apply sound judgment while managing complex subject matter and issues
  • Experience in managing geographically diverse teams
  • Comprehensive knowledge of US law and some knowledge of international laws and practices
  • Excellent written, verbal, presentation, problem solving and analytical skills
  • Ability to handle multiple complex and confidential matters under time and pressure
  • Effective negotiation skills
  • Ability to build and maintain effective relationships at executive levels
  • License to practice law in good standing

Education

  • Juris Doctorate or equivalent law degree
