Provides strategic leadership and oversight for two critical areas: the 340B program and pharmacy analytics. This role ensures compliance with all 340B regulatory requirements while optimizing program performance and financial impact. Additionally, leads the development of analytics strategies to enhance cost efficiency, utilization, standardization, clinical operations, and compliance for pharmacy services.340B Program Leadership
As the business owner of 340B operations, this role is responsible for program compliance, performance monitoring, and reporting. Ensures organizational stakeholders adhere to all legal requirements of the Federal 340B program, and state-specific regulations such as Medi-Cal. This position works to develop and execute 340B strategy, engaging system-wide stakeholders including compliance, legal, risk services, regulatory/accreditation, strategic sourcing, nursing, informatics, and government affairs. Key responsibilities include staff education, risk mitigation, vendor management, and technology optimization to support 340B integrity and effectiveness.
Pharmacy Analytics Leadership
This role also develops and implements analytics-driven strategies to support pharmacy performance improvement in cost, utilization, billing, charge capture, and clinical operations. Ensures pharmacy analytics align with system-wide quality, safety, and financial goals, while meeting regulatory and compliance requirements. This includes prioritizing analytics resources to support the strategic needs of the system pharmacy leadership team and advancing data-driven decision-making across the organization
Leadership & Collaboration
Responsible for the selection, hiring, mentoring, training, and succession planning of both the 340B program team and pharmacy analytics staff. This role fosters strong internal and external relationships, ensuring pharmacy services exceed legal, regulatory, compliance, and accreditation standards system-wide. Additionally, represents Sutter Health’s interests in state and federal regulatory discussions related to 340B and pharmaceutical billing.
The role directs the day-to-day activities of support staff assigned directly to these functional areas.
Adheres to all local/state/federal regulations, codes, policies and procedures to ensure privacy and safety while delivering optimal patient care. May also be responsible for performing specific tasks and/or orient other staff to the department.

EDUCATION:
Bachelors Degree: Business, finance, or other related area
TYPICAL EXPERIENCE:
6 years recent relevant experience
SKILLS AND KNOWLEDGE:
Requires subject matter expert (SME) level knowledge level of 340B program, compliance, and management.
Knowledge of medical terminology, generic and trade pharmaceutical names, and pharmacy laws and regulations.
Knowledge and understanding of different Pharmacy practice settings, including hospitals, infusion centers, specialty and retail settings.
Knowledge and understanding of analytics tools utilized to monitor and assess medication use and purchasing.
Knowledge and understanding of 340B operational related issues such package size calculations, TPA settings in detail, clean inventory
Knowledge and ability to identify and employ pharmaceutical and medical terms, abbreviations and symbols commonly used in prescribing, dispensing, and record keeping of medications.
Possess written and verbal communications skills to explain sensitive information clearly and professionally to diverse audiences, including non-medical people.
Well-developed time management and organizational skills, including the ability to prioritize assignments and work within standardized operating procedures and scientific methods to achieve objectives and meet deadlines
General knowledge of computer applications, such as Microsoft Office Suite (Word, Excel and Outlook), related pharmaceutical technology, EHR, and EPIC.
Prioritize assignments and work within standardized policies, procedures, and scientific methods to achieve objectives and meet deadlines. Work independently, as well as be part of the team, including accomplishing multiple tasks in an environment with interruptions.
Identify, evaluate and resolve standard problems by selecting appropriate solutions from established options. Ensure the privacy of each patient’s PHI.
