About the role

The Position

Under general direction of the Hartsfield – Jackson Atlanta International Airport (HJAIA) Emergency Management Program Administrator, the Programs Manager (Emergency Management) will be responsible for the development, coordination, the creation and implementation of emergency disaster plans, policies, and procedures; plan, coordinate, develop and promote emergency service policies, operations, plans, and processes related to exercise design and execution; coordinate and support the activities of emergency planning coordinators; assist in the development and implementation of emergency and disaster exercise plans; review and evaluate plans, policies, and procedures; provide consultation and guidance for changes or improvements; research and analyze best practices in the field of disaster and emergency planning; assess and analyze opportunities for improvement and make recommendations for the implementation of improvements; assist in developing and implementing airport-wide disaster and emergency planning policies and procedures; prepare important technical records, plans, and reports to document processes and provide information; coordinate and present Emergency Operations Center training; respond to airport disasters and emergencies, including working in the Emergency Operations Center (EOC) during activations; coordinate services at large events to ensure efficient and effective management of the Airport’s response at planned events; may supervise the work of Emergency Services staff, lead working groups, and/or coordinate the work of staff on specific projects or programs; and perform related duties and responsibilities as assigned.

Duties include but not limited to

  • Oversees the development of planning processes independently or overseeing a planning group made up of one or more emergency management planners and stakeholders from airport business units and other partners.
  • Completes technical and administrative work
  • Conducts and oversee research related to emergency management frameworks
  • Conducts budget analysis and forecasting related to assigned emergency management programs and special projects.
  • Cross trained to fill both general staff and branch level positions within the Airport EOC.
  • Works closely with the Emergency Management Program Administrator to develop, implement and obtain Emergency Management Goals and Objectives.
  • Carries out assigned situational awareness activities representing the Emergency Operations Center daily, or during special situations as assigned.
  • Ensures readiness of the MCV.
  • Ensures that daily checklists related towards ensuring EOC readiness.
  • Leads the initial activation of the emergency operations center when directed.
  • Ensures the review of emergency plans on a rotational basis annually.
  • Assigns projects to the Emergency management planners.
  • When assigned implements emergency management plans and checklists.
  • Oversees Airport Emergency Management Teams as assigned.
  • Develops and instructs emergency management related courses as assigned.
  • Oversees the development of exercises.
  • Performs other related duties as assigned.

Examples of Essential Duties

  • Emergency Management Training: Coordinate, schedule, and maintain all emergency management training programs as well emergency management committee meetings.
  • Ensure individuals are trained and prepared to fill critical roles outlined in the Airport’s Comprehensive Emergency Management Plan and maintain the appropriate records for all trained individuals.
  • Emergency Operations: Assists the EOC Manager and serves in a management capacity during response to real world incidents, emergencies, disasters, and pre-planned events. Serves in a leadership capacity during activation of the Emergency Operations Center (EOC).
  • Emergency Management Exercise Program: Assists with the development and management of the Airport’s emergency management exercise program, to include budgeting, planning, and coordination with external agencies. Ensures airport exercises are compliant with the Homeland Security, FAA, TSA and all other applicable laws and standards. Works with the Director of Emergency Management, Emergency Management Planners, Airport Operations, Fire Department and Law Enforcement Officers to develop and facilitate emergency exercise scenarios and logistics. Develops after action reports and improvement plans following all exercises and actual emergencies.
  • Emergency Planning: Assist with creation, management and updating of emergency management plans, policies, procedures, and associated documents. Develops and implements processes, tools, systems, and metrics to assess the success
