WWC Federal is seeking an Anti-Corruption Task Force (ACTF) Policy Integration Advisor to support USAID’s Anti-Corruption Task Force (ACTF) for a period of twelve (12) months, with the possibility of extension. The ACTF will transition to the Anti-Corruption Center when USAID’s new Bureau for Democracy, Human Rights, and Governance (DRG) is operationalized in Fall 2023. The Policy Integration Advisor will be an integral member of the ACTF’s Policy and Strategic Engagement Pillar.
The position reports to the Pillar Lead and will work in close collaboration with other ACTF members, colleagues across USAID, and outside stakeholders as relevant. The Advisor will advance implementation of USAID’s first-ever Anti-Corruption Policy, launched in December 2023. This historic document includes a commitment to mainstreaming anti-corruption considerations across USAID’s work, a multi-pronged endeavor to which the Advisor would contribute.
The Advisor will support the Pillar Lead in engaging with USAID’s regional bureaus and sectoral bureaus about the policy and serve as a resource as they implement it. This will include troubleshooting technical and bureaucratic obstacles, cultivating networks of peer support across the Agency, and tracking follow-through on specific Policy commitments.
The fight against corruption is a key challenge of our lifetime. As the President said in the Interim National Security Strategic Guidance, corruption “rots democracy from the inside and is increasingly weaponized by authoritarian states to undermine democratic institutions.” It also impedes development across all sectors and robs citizens of the dignity and progress they so richly deserve. For these reasons, the USAID Administrator Samantha Power activated the Anti-Corruption Task Force (ACTF) to strengthen, elevate, and integrate anti-corruption across USAID’s work. An Executive Director and Senior Advisor to the Administrator leads the ACTF, which has four pillars: (1) Technical Leadership, Multisectoral Programs, and Integration; (2) Policy and Strategic Engagement; (3) Innovation, Research, and Learning; and (4) Program Support, Budget Planning, and Capacity Building.
Responsibilities will include:
- Provide technical assistance and problem-solving support on implementation of USAID Anti-Corruption Policy commitments by bureaus across the agency
- Engage with outside stakeholders, as relevant, who are interested in progress toward policy implementation
- Support the ACTF’s engagement on anti-corruption topics and meetings that arise in regions of interest
- Coordinate internal team meetings and liaise with relevant stakeholders
- Arrange meetings with actors elsewhere in USAID and the U.S. Government and follow up on action items from meetings
- Participation in conferences and other relevant gatherings
- Remain current on anti-corruption trends directly relevant to our work
- Responsiveness on email, by phone, and in collaborative Google Documents
- Participation in team meetings
- Other duties as assigned
Deliverables:
- Series of targeted discussions with bureau colleagues about their priorities with regard to implementing the USAID Anti-Corruption Policy
- Provide updates to Pillar Lead about progress and challenges in implementation of USAID Anti-Corruption Policy commitments by bureaus across the Agency
- Maintain up-to-date records about the status of implementing specific commitments and support broader monitoring and evaluation efforts on the Policy
- Meeting agendas, notes, and targeted follow-up
- Strategic recommendations for next steps in this workstream
- Review of research as relevant
Work Environment:
- Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).
- Ability to sit at a computer terminal for an extended period of time.

Travel:
