Position Description
Redhorse Corporation is actively seeking an ISR Requirements and Capabilities Subject Matter Expert (SME) to ensure the acquisition of ISR capabilities and their compliance with Department authorities in coordination with Office of the Secretary of Defense (OSD), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD A&S), Joint Staff, the Military Services, Combat Support Agencies (CSAs) and the supported CCMDs, and to ensure the ISR capabilities meet specific theater requirements and Secretary of Defense Objectives. ISR Requirements and Capabilities FS/SME support involves an expert understanding of cutting edge ISR technology, current ISR capabilities, theater requirements, and familiarity with Joint military operations. The FS/SMEs will analyze ISR gaps, evaluate mitigation strategies, review documentation on ISR requirements and related equities, and manage the initiatives approval process for the ISR OPS Director and OSD senior leadership.  The work location is the Pentagon.

Tasks, duties, and responsibilities include:

• Interfacing between the ISR OPS Directorate and the CCMDs to identify and understand the ISR operating environment on current capabilities, needs, and gaps to present feasible and workable solutions.
• Monitoring acquisition strategies and milestones for cost, schedule, execution/deliver and appropriateness ensuring capabilities are delivered on time and fully functional.
• Coordinating with the Military Services and CSAs in establishing feasible and realistic acquisition milestones to meet CCMD and theater requirements.
• Resolving conflicts between the DoD acquisition process and the process of rapid fielding/deployment of viable and effective capabilities to theater.
• Recommending feasible, affordable, and effective Courses of Action weighing alternative acquisition and contracting solutions to meet the goals of the directorate.
• Recommending realistic funding strategies and identifying workable funding sources in support of ISR initiatives.
• Supporting management of budget and reprogramming issues for the ISR Operations Directorate.  This includes tracking approved future capabilities and coordinating funding feasible and effective strategies for these with Office of the Undersecretary of Defense (Comptroller) (OUSD(C)).
• Identifying ISR OPS Directorate initiatives that should transition to CSA or Service programs of record and developing realistic strategies to support the transition process.
• Active monitoring and oversight of CSA and Service ISR initiatives development and funding execution in support of special activities of the Joint Requirements Process, Planning, Programming, Budgeting & Execution (PPBE) process cycle and Defense acquisition cycle necessary to meet OUSD(I&S)’s oversight responsibilities.
• Interfacing between the ISR OPS Directorate and the CCMDs to identify and understand the IS operating environment and its current capabilities, needs, and gaps and present feasible and effective solutions.
• Supporting and monitoring ISR requirements to include General Officer/Flag Officer-level memorandums, Integrated Priority Lists (IPLs), Joint Urgent Operational Needs (JUONs), and Joint
• Emergent Operational Needs (JEONs) and liaising with vendors, Services, and CSAs, working with elements within OUSD(I&S) and the OSD, the Joint Staff, CCMDs, and the Intelligence Community (IC) to develop mitigation strategies which will rapidly and effectively address ISR shortfalls.
• Tracking the dynamically changing requirements and status of submitted initiatives, applying familiarity of ISR capabilities and systems to the process of reviewing and prioritization of initiatives ensuring that necessary capabilities reach the warfighter on time and are effective.
• As determined by the Government technical lead, performing and documenting time sensitive analysis of ISR gaps and mitigation strategies; managing the initiatives requirements process for the ISR OPS Director in time to influence capabilities selection and delivery to CCMDs.
• Planning, coordinating, and executing meetings with the CSAs and Services to review ISR initiatives and address urgent and/or emerging warfighter needs.
• Building and briefing reports relating ISR OPS Directorate initiatives to subsequent CCMD requirement satisfaction for DoD senior leaders. Specifically, the co
