This is a highly responsible position within the Bureau of Tobacco Free Florida under the general supervision of the Bureau Chief. This position serves as the Manager of Cessation Interventions and the Florida Clean  Air Act (FCAA) program, performing complex professional, programmatic, supervisory, and administrative work. This position is responsible for the management and direction of the cessation component and oversees the statewide cessation services, the Tobacco Free Florida (TFF) Area Health Education Center (AHEC) Cessation Program, and the cessation services offered by the Quitline vendor. This is a tobacco-free position.

 

Develops, directs, and manages BTFF cessation evidence-based interventions from inception to implementation using project management techniques.  Ensures cessation interventions operate at maximum efficiency.  Works closely with the cessation team and provides ongoing training on evidence-based cessation interventions, best practices, and existing cessation services.  Coordinates with stakeholders and contracted vendors to ensure that effective interventions are conducted at the local and state levels. Applies data and recommendations from independent evaluation services to improve quality and access of cessation to all Floridians.  Collaborates with Health Communications, State and Community Interventions, Surveillance and Health Equity sections of Tobacco Free Florida to ensure broad and equitable access to cessation services for all Floridians.

 

Supervises tobacco cessation and FIAA staff including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Actively seeks opportunities to maintain knowledge and skills necessary to implement evidence-based cessation interventions in accordance to Centers for Disease Control and Prevention Best Practices for Comprehensive Tobacco Programs.

 

Ensures that all cessation interventions including but not limited to Florida Quitline and AHEC activities contribute to the programmatic goals of BTFF and do not exceed the amount allocated by the Florida Legislature.

Serves as the primary point of contact for the BTFF cessation interventions.  Coordinates and provides training and technical support specific to cessation interventions to BTFF funded providers, DOH partners, program staff, and community partners.

Builds public-private partnerships to further cessation-related initiatives throughout Florida.  Participates in Department, Division and Bureau level program planning meetings and attends in-state and out-of-state professional development trainings, meetings, and conferences as assigned or required. 

Provides direction and support to the contract manager who oversees all aspects of assigned contracts including but not limited to developing procurements, writing contracts, reviewing deliverables, paying invoices, providing technical assistance to contracted vendors and conducting contract monitoring site visits.

Provides direction and support to staff responsible for the oversight of the entire implementation of health systems change, the cessation E-Referral through electronic health records and non-health data systems.
