ALSTOM CHARLEROI – Center of Excellence for Rail Signaling Systems
The ALSTOM site in Charleroi has developed unique expertise in complete systems that operate at a global level and focuses on signaling and railway traffic control systems, with a particular emphasis on equipment that complies with the European standard (European Rail Traffic Management System/ ERTMS).
Alstom Engineering located in Charleroi, regroups all activities that aim to deploy Alstom’s Signaling solutions, for our customers. The different teams design systems, manufacture prototypes, perform tests and trials, complete approval procedures and manage integration projects. An after-sales/service activity completes the offer for these product groups. Alstom Belgium pursues an ambitious growth strategy by actively investing in R&D.
JOB DESCRIPTION – Bid Technical Manager (BTM)
As a Bid Technical Manager and key member of the tender team, your missions will be to analyze the customer call for tender in order to define the best technical solution to propose. “Best” means that the solution selected is good enough to submit a competitive tender and in case tender is won to execute the project. Criteria of choice are: technical compliance, solution development and deployment costs, total life cycle cost, schedule adherence or else depending on tender evaluation criteria. Within the Bid Team, you share the responsibility to win bids.
It means:
- You’ll have to analyze technical customer requirements, define the technical solutions of the bids and ensure that they are in line with Solutions Strategy and QCD objectives (quality, cost, delivery)
- You’ll need to get technical validation of Platform Technical Director
- You’ll have to analyze, with the support of System Application Architect(s), the potential gaps between the customer's specification and Alstom Signalling generic Systems and Products, and support Bid Manager and Tender Leader in defining the optimal compliance strategy
- You’ll have to take part to meetings with customer or tender leader to understand customer needs. If needed, occasional travels may be required to participate to customer meetings.
- You’ll have to coordinate, on a technical point of view, the bid internal stakeholders (Field Operations, RC Projects Engineering, S&P,…) and external stakeholders (if applicable) to ensure overall understanding of the bid technical strategy (incl. scheme plan, rough BOM: Bill Of Material, migration strategy, ...)
- You’ll have to integrate the return of experience from the ongoing projects in the new bids
- You’ll have to support Bid Manager and Tender Leader during the negotiations with the Customer, identifying any technical change during that phase
- You ensure the transition with the PrEM (Project Engineering Manager) in case of award
To be successful in this function, you’ll certainly have to initiate and maintain regular and constructive relationships with internal (tender team, Bid Cost manager, Bid Director, R&D team and product managers, Engineering department leaders, project system team, strategy and business development team,…) and external (customer, suppliers of products or services,…) partners.
REQUIREMENTS
Education - Engineering Degree (Master equivalent or above) in one or more of the following fields: Industrial Computer science, Telecom, Electrical, Electronics or Automation.
Experience – Minimum of 5 years of experience in rail industry with ideally experience of signalling systems integration combined with a strong experience in international projects or bids and openness to multi-cultural environment.
Language – A full proficient use of French and English are mandatory. Another language is a plus.
