Title:  Data and Quality Assurance Manager

Department: Quality Assurance and Compliance

Reports to: Executive Director

FLSA Status: Fulltime, Exempt

Salary: 85K

Directly Leads: HMIS Data Specialist, Subsidy and Compliance Coordinator

Budgetary Line Responsibility: Assist EOCP in identifying expenses for staff training and technology needs, assists with program budget development/modification processes as required.

 

SUMMARY

The Data & Quality Assurance Manager implements and monitors systems for data collection, quality assurance of all programs, and reporting and contact management for the following organization’s programs:  emergency and transitional housing, rapid re-housing, and Coordinated Entry System (CES). Duties include but are not limited to: administrative reports to EOCP managers and funders, assuring data quality adheres to Alameda County’s Homeless Information Management Systems (HMIS) policies and procedures and the Repository Security protocols for the Supportive Services for Veteran Families (SSVF) Program. This position also conducts training for staff data collection and procedures, as well as evaluates and revises internal data tracking systems.

The Data & Quality Assurance Manager acts as a resource to EOCP’s administration in accomplishing program goals, objectives and overall compliance with all program contract requirements, regulations and performance measures. This position represents EOCP in the housing and homelessness services provider community by participating in relevant committee and community meetings. The position must exemplify consistent professional boundaries with management, line staff and clients while being passionate and embracing EOCP’s mission and community.

The position also supervises and leads a team of two staff- the Subsidy & Compliance Coordinator and the HMIS Data Specialist.  The Data & Quality Assurance manager provides oversight over their areas of responsibility, ensuring that all program financial subsidies, client case file management, and HMIS data entry activities are done in accordance with grant requirements. 

This position will work collaboratively with the Executive Director, the Finance department, and Program Management to ensure the organization satisfies compliance requirements.  The Data & Quality Assurance Manager will also make recommendations to the Executive Director and assist in developing a corrective action plan if a compliance deficiency is identified. 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Leadership and Administration

  • Participates in Leadership Team and Administration meetings, and related workgroups or projects
  • Assists with recruitment and onboarding processes of key personnel and/or when management positions are vacant, including interviewing and training
  • Provides direct program management and personnel support when management or lead positions are vacant, within the context of quality assurance

Data Collection and Quality Assurance

  • Knowledge of all EOCP programs, contract requirements
  • Maintains and revises agency Quality Assurance and Data Management Manual
  • Contributes to the review and revision of EOCP’s internal SSVF (OTVC) Program Manual
  • Develops a matrix that tracks program outcomes and performance measures on a systematic basis ensuring that staff are informed and tra
