Position Description

The Anoka County Human Resources Department provides a full spectrum of talent management services including but not limited to classification, compensation and benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development.

We are looking for a business systems analyst, with a strong emphasis in system management to join our team. The successful candidate will play a vital role in reviewing, analyzing, and evaluating county and user needs to create sustainable county and systems solutions that support overall county strategies. 

This is a full-time, exempt, hybrid position. Interviews will take place the week of June 29th, 2026, for those selected to move forward in the hiring process. 

Pay & Benefits

  • Anoka County Salary Schedule Grade 34: $74,214 to $103,896 annually ($35.68 to $49.95 per hour).

Work Location

  • This position will work at Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.

  • This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.

  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Business Systems Analyst.

  • Review, analyze, and evaluate county and user needs to create sustainable county and systems solutions that support overall county strategies. 

  • Provide technical assistance, learn/teach new processes, document activity, and evaluate user needs to create systems solutions that support department and county objectives.

  • Develop strategies or infrastructure level recommendations surrounding improving processes, efficiency, and practices of the county’s business systems. 

  • Coordinate and train staff on workflow processes and updated systems and serve as a resource for questions and technological issues.

  • Create detailed documentation on system requirements and business needs.

  • Participate in county-wide projects and partner with county Project Manager(s) by defining project plans including scope and objectives, as well as discover and develop system specifications that drive system development and implementation. 

  • Provide direct support to department systems and applications queries, troubleshoot moderately complex issues, and triage issues to appropriate subject matter expert for resolution as needed.

  • Collaborate with functional teams to validate reporting data sources and application security, troubleshoot discrepancies, and enforce best practices.

  • Develop process documentation and standardization for workflows and process maps.

  • Manage the logical and technical integration of systems to meet business needs.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor’s degree and at least 2 years (2,080 annual hours) of job-related experience.

  • In lieu of the required education, an equivalent combination of education and experience may be substituted
