The Maine Bureau of Financial Institutions is seeking a Principal Bank Examiner. The Principal Bank Examiner position is responsible for professional services work of a supervisory nature involving the examination and evaluation of financial institutions. The individual provides financial analysis services to the Bureau in the areas of bank mergers/acquisitions, problem bank supervision, and regulation of both in-state and out-of-state operations of financial entities. The individual assists in the development and implementation of comprehensive off-site monitoring system for reviewing the operation of individual state-chartered financial institutions and the State’s banking system. The individual assists in the development of regulatory guidelines and is responsible for processing (including review, analysis and recommendation to the Superintendent) all applications and notifications filed with the Bureau. Applications pertain to a wide variety of financial institution activities including applications for expansions, acquisitions, mergers, new bank formations, and mutual-to-stock conversions. This individual also assists as needed in the on-site examination of state-chartered financial institutions. Examination responsibilities may include planning, conducting, and overseeing the on-site review of the largest, most complex state-chartered financial institutions and financial institution holding companies; overseeing problem banks; coordinating with federal regulatory agencies; and training personnel in examination techniques and procedures. This class is distinguished from lower-level bank examiners by the greater complexity of the work performed and the permanent supervisory responsibilities assigned. Work is performed under limited supervision. The Principal Examiner will occasionally assist with the Bureau’s consumer mediation efforts and with the on-site examination of state-chartered financial institutions as needed. Occasional statewide and out-of-state travel will be required to attend training and participate in examinations as needed.

Primary responsibilities include:  

  1. Maintains off-site monitoring system for reviewing the operations of state-chartered financial institutions, including quarterly review and analysis of all insured state-charted banks’ Call/UBPR reports.
  2. Collects, reviews, and analyzes uninsured non-depository trust company balance sheet and income reports.
  3. Monitors and reviews of third-party audits of state-chartered institutions.
  4. Evaluates and monitors the adequacy of uninsured bank asset pledges and tracks location of pledge accounts.
  5. Reviews and maintains application forms for various banking activities; guides parties through application process, coordinates with federal counterparts, and reviews and analyzes application materials consistent with statutory requirements to promote the strength of the institution and the convenience and advantage of the public. Analysis includes review of management, adequacy of capital, and the competitive effects of the proposed transaction.
  6. Conducts pre-examination reviews of banks and provides institution profiles to assist exam teams scope problem areas.
  7. Occasionally assists as needed with on and off-site exams. This may include training new examiners or joining an exam team.
  8. Serves as back-up for consumer outreach questions and assists outreach personnel researching questions related to state or federal banking regulations.

Skills or knowledge required:

  1. Knowledge of applicable federal, state, agency and industry laws, rules, regulations, policies, and procedures.
  2. Experience with financial institution management, accounting and operational practices and procedures.
  3. Knowledge of accounting and auditing principles, practices, and procedures.
  4. Good oral and written communication skills.

Minimum qualifications:

A Bachelors Degree in Economics, Business Administration, Accounting, Mathematics, closely related field, or equivalent in directly related experience and four (4) years of progressively responsible experience in the financial analysis of banking institutions.  Experience must include at least one (1) year of work in an administrative or supervisory role.
