1. INTRODUCTION

The NATO Chief Information Officer (CIO) brings Information and Communications Technology (ICT) coherence across NATO Enterprise’s civil and military bodies. The NATO CIO is empowered to realize the Allies’ vision for the NATO Enterprise, is accountable to the Secretary General and is responsible for the development of Enterprise directives and advice on the acquisition and use of information technologies and services. The NATO CIO provides Enterprise oversight on cybersecurity issues, and, in close coordination with all relevant NATO civil and military bodies, works towards the continual improvement of the cyber hygiene and cybersecurity posture in the NATO Enterprise.

The Office of the NATO CIO (OCIO) has both civil and military budgets allocated to enable the NATO CIO and the Office to discharge the responsibilities above. The two budgets are managed by the OCIO Financial Team.

The incumbent will support the OCIO Financial Team for efficiently handling a wide range of administrative and organizational support duties (such as budget/financial, project management, etc.) in order to ensure the smooth operation of the Office.

2. TASKS

The contractor must be able to perform effectively and efficiently with minimal supervision the following tasks:

  • Support the OCIO Financial Team to lead the budget execution, financial planning, reporting and coordination, inside the office and between the OCIO and its stakeholders;
  • Support the OCIO Financial Team in reviewing, tracking, and processing timesheets and invoices for the OCIO BO approval;
  • Support the OCIO Financial Team in preparing draft reports on financial related meetings and on the analysis of the planning and execution of the OCIO budgets;
  • Support the OCIO Financial Team in executing its Project Management functions across all OCIO projects and initiatives;
  • Support the OCIO Financial Team in identifying and solving budget execution problems;
  • Perform any other tasks as directed by the members of the OCIO Financial Team, under the supervision of Budget/Administrative Officer.

3. LOCATION OF DUTY

The work will be executed at the NATO HQ offices in Brussels, Belgium. The incumbent is expected to work Full Time on-site 5 days a week (a limited amount of teleworking might be granted).

4. TIMELINES

The services of the contractor are required for the period starting 3 February 2025 until 31st December 2025.

A contract extension is possible for the calendar year 2026. Future contract extensions are subject to performance of the contractor and related NATO regulations.

5. SPECIFIC WORKING CONDITIONS

Secure environment in an open space area with standard working hours.

6. TRAVEL

Occasional business travel may be required. Travel expenses to be reimbursed by NATO in addition to the hourly rate.

7. SECURITY AND NON-DISCLOSURE AGREEMENT

The contractor must be in possession or capable of possessing a security clearance at NATO SECRET level.

A signed Non-Disclosure Agreement will be required.

Requirements

  • A degree from a university or establishment of similar standing
  • At least 3 years of professional experience in Enterprise or large international organization environments
  • Extensive knowledge of Microsoft Office (in particular Excel) and PowerBI
  • The ability to draft clear and concise reports and briefings, in particular related to financial matters
  • Knowledge of the concepts, principles and practices of accounting
  • Ability to interpret financial information to drive improvements in performance
  • Experience in detailed analysis of data
  • Experience in Project Management

DESIRABLE:

  • Experience within NATO or an international organisation or enterprise
  • Knowledge of NATO Financial Regulations
  • Experience with operation of automated budget and accounting systems (ERP types)
