As the Program Manager you will oversee daily operations of designated Employment Services Program for people with developmental disabilities. Your role will ensure clients’ employment goals are met across all service phases, from pre-employment preparation to post-employment services within the same county team. You will lead a designated program, such as Individual Supported Employment Services, Project Search, or Group Supported Employment Services, ensuring compliance with all policies, procedures, and regulatory requirements. Key responsibilities include supervising staff, developing and implementing individual support plans (ISPs), managing partnerships with external stakeholders, and ensuring the highest quality of service delivery.
Essential Duties:
Leadership and Staff Management:
- Hire, train, schedule and supervise staff to foster a team-oriented and collaborative environment.
- Supervise and coordinate the activities and services, including discovery, job development, job placement, job coaching and other program activities to administer Kerr Career Club (KCC) & Skills First! programming based on regional need.
- Provide ongoing feedback and professional development opportunities for staff through discussions, performance evaluations, and corrective actions when necessary.
- Resolve conflicts effectively, modeling professional relationships and positive communication.
- Monitor staff training, personnel records, incident reports (IRs), Individual Support Plan (ISP) goals, Behavioral Support Plans (BSPs), and other documentation to ensure compliance.
- Serve as the primary on-call contact (24 hours/day, 5 days/week) and participate in weekend on-call rotations as needed.
- Ensure adequate staffing is in place and step in as needed to cover staffing requirements, foster teamwork, and monitor staff.
- Facilitate regular staff huddles, team meetings, and one-on-one sessions to address goals, challenges, and professional development.
Program Management & Case Management:
- Develop and maintain positive working relationships with community agencies, families, guardians and state and county agencies, and internal support teams.
- Utilize current and progressive methods of support for people with developmental disabilities.
- Ensure program comply with Oregon Administrative Rules (OARs), organizational policies and procedures, and the organizations mission and values.
- Prioritize safety for both clients and employees within the program.
- Complete all billing accurately and on time.
- Organize and manage all contracts and Authorizations for Purchase (AFPs).
- Manage program within approved budget, including supplies, staffing hours, and overtime. Track and monitor expenditures to maintain fiscal health and make fiscal recommendations to the Assistant Director.
- Collaborate with the Assistant Director develop and adjust budgets as needed.
- Create ISPs and other support documents in coordination with ISP teams to meet OARs and organizational policies.
- Participate in self-assessments, licensing reviews, and creation of Plans of Improvement in cooperation with the Assistant Director, ensuring timely resolution of any issues.
