Job Duties
About the Position:
The Virginia State Police (VSP) is seeking to hire a Deputy Procurement Director in our Property and Finance Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:
• Plans, organizes, leads and monitors the work of procurement staff.
• Oversees procuring a wide variety of goods and services in accordance with policies and procedures and ensure compliance with state laws, statutes and policies.
• Works with the Procurement Director and assists with carrying out the leadership, management and supervisory duties.
• Oversees complex procurements for high value goods and services.
• Assists with preparing specifications, establishing contracts, conducting pre-bid/proposal conferences, reviews internal property records, and acts as liaison with vendors.
• Ensures all procurements are completed in accordance with the Virginia Public Procurement Act, Department of General Services requirements, VITA requirements, and Department policies and procedures.
• Resolves discrepancies with supplier invoices, grievances, claims, conflicts, or quality issues and negotiates pricing and contracts with suppliers.
• Forecasts price trends, and potential procurement risks and issues.
• Oversees and/or forecasts inventory and supplier management.
• Performs internal compliance audits to ensure internal controls are meeting audit requirement.
• Provides procurement training to procurement personnel and internal and external customers.
• In collaboration with the Procurement Director, provide updates to the senior leadership team on the status of key supplier initiatives, product innovation, commodity price trend outlooks, risk assessments, and recommended mitigation strategies.

Minimum Qualifications
Knowledge:
• Of federal and state procurement laws.
• Of Agency Procurement and Surplus Property Manual (APSPM).
• Of Virginia Public Procurement Act (VPPA), Procurement laws and industry practices.
• Of contract practices and procedures.
• Of material management and warehousing in a large operation.
• Of supervisory principles and practices.
Skill:
• In the use of computers and using Microsoft Office applications.
Ability:
• To handle complaints, protests, settle disputes, and resolve grievances and conflicts.
• To analyze problems and recommend solutions.
• To communicate effectively orally and in writing in English.
• Virginia Operator’s License.
• Certification in one or more of the following is required: Virginia Contracting Officer (VCO), Certified Public Purchasing Officer (CPPO), Certified Public Purchasing Buyer (CPPB), or Certified Purchasing Manager (CPM).
• Experience in policy development and implementation.
• High School Diploma or GED equivalent.
This position requires the submission of a Statement of Economic Interests (financial disclosure).
Additional Considerations
• Experience in communications related procurements and contracts preferred.
