Budget/Financial Specialist SME – DoD Space Programs

Position Overview:
OMNI Consulting Solutions is seeking a highly experienced Budget/Financial Specialist Subject Matter Expert (SME) of the Level 5 labor category to provide expert financial and budgetary support for mission-critical acquisition programs within the Department of Defense (DoD), particularly in space launch programs. The Level 5 Specialist is expected to perform a broad range of high-level financial duties, from creating in-depth analyses and budget forecasts to delivering polished presentations to senior acquisition leaders. Individuals in this role will possess deep expertise in financial processes related to defense and space programs and are capable of executing all duties independently with no need for additional training or oversight.

Key Responsibilities:

• Develop and deliver clear, detailed financial presentations and reports for senior leadership, including high-ranking acquisition leaders.
• Conduct complex financial analyses, including cost estimation, budget forecasting, and financial risk assessments, ensuring high accuracy and quality.
• Independently manage all financial aspects of acquisition programs, ensuring compliance with relevant DoD and Space Force policies, without the need for additional guidance.
• Seamlessly transition between various financial and budgetary tasks, including those typically assigned to lower labor categories.
• Utilize expert knowledge of USAF, USSF, and Higher Headquarters financial processes to ensure alignment with organizational and governmental financial standards.
• Communicate effectively using Space Force and space acquisition financial terminology, both in written reports and oral presentations.
• Provide strategic advice on budget management, financial planning, and cost control measures to support the overall success of space acquisition projects.

Requirements

• Minimum Years of Experience: 12 years of relevant experience, with at least 8 years in financial/budget support of space programs or related DoD assignments.
• Minimum Education:
  • Master’s degree in a relevant field such as Management, Business, Economics, Finance, Accounting, Mathematics, or related disciplines.
  • Alternatively, a Bachelor’s degree in any field with professional certifications in the financial area (e.g., PMP, CDFM-A, CPA, CGFM) is acceptable.
• Technical Expertise: Comprehensive understanding of DoD acquisition processes, particularly as they relate to budgeting and financial management in space programs.
• Advanced proficiency in financial modeling, budgeting tools, and financial management systems used in the defense sector.
• Strong analytical skills with the ability to perform detailed, accurate financial assessments and forecasts.
• Expertise in space acquisition financial processes and terminology, with the ability to write and communicate clearly in Space Force financial terms.

Preferred Skills:

• Strong leadership abilities with a proven track record of managing complex financial operations within the DoD or space sector.
• Excellent communication skills, both written and verbal, with the ability to present complex financial information to senior leaders.
• Familiarity with financial regulations and policies specific to space acquisition programs and DoD contracts.
• Ability to collaborate effectively with program managers and stakeholders to influence financial strategies and ensure project success.
• Proficiency in Microsoft Office (Excel, Word, PowerPoint)
