Job Description
HII- Missions Technologies is seeking a Quality Manager to join our Large AAS Defense (Previously FEDSIM) Task Order PMO. The Quality Manager position will be an integral part of ensuring quality on the task order and will manage the PMO Performance Team which includes quality control/assurance and the external Task Order Portal which is the tool to provide project transparency to HII Mission Partners and AAS Defense Integrated Project Team (IPT). The Performance Team also manages the internal Task Order PMO collaboration SharePoint site.
Essential Job Responsibilities
- Support the Task Order Senior Program Manager and Deputy PMs, ensuring quality policies and procedures are followed.
- Oversee and direct the priorities of the Performance Team.
- Monitor maintenance and access controls of external Task order Portal.
- Monitor maintenance and access controls to task order internal collaboration (Intranet) site.
- Monitor and Assess Performance. Support internal operations of the PMO to ensure task order quality requirements are met through monthly monitoring of compliance (criteria) metrics. Since maintaining quality demands constant change to meet mission partner (customer) expectations, the quality manager will employ a variety of measures to keep quality service and deliverables amongst the highest priorities of the organization.
- Provides oversight for the development and maintenance of quality programs, systems, processes, and procedures that ensure compliance with policies and that the performance and quality of services conform to established HII standards, metrics, and customer expectations.
- As part of an Award Fee Task Order, manage preparations of succinct slides for oral presentations and written reports for the Task Order Award Fee Evaluation Board (AFEB)(every 6 months).
- Initiate and facilitate AFEB planning meetings with PMO senior staff. Update self-assessment documents, slides, written reports and provide technical editing.
- Develop a sustainable system for quality Task Order performance reporting including Monthly Performance Reviews (MPR), Bi-annual project summaries for the AFEB Written Report and Risk Register.
- Train, coach, and work with Program/Project managers to draft quality MPRs and project summaries.
- Identify and develop process improvements as required with PMO, Project Managers and senior leadership.
- From the MPRs and Monthly Status Reports, identify and report Risks (Cost, Schedule, Performance) to PMO leadership.
- Develop/edit Task Order Guides and templates for Project Teams by coordinating with subject matter experts (SME) from Contracts, Subcontracts, Finance, and others as required.
Minimum Qualifications
- 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
- Strong critical thinking skills, writing skills, and communication skills to understand customer problems/risks and identify, facilitate, train and coach process improvements to address challenges.
- Wide variety of experience in management activities (IT Tools, access control, technical writing/editing, training, assessments, and contract compliance) for a large complex program
- Self-starter, organized, flexible, adaptable, team-oriented, and able to operate effectively in changing environments.
- Proficiency in Microsoft Word, Excel, and PowerPoint.
- Clearance- Must be able to obtain and maintain a clearance.
