Overview
The Environmental Enforcement Officer (EEO) is responsible for investigative and enforcement work for the Agency of Natural Resources (ANR). Duties involve investigations, administrative enforcement, support to court-based enforcement, and associated work, covering most of the Agency's regulatory programs as well as Act 250. EEOs report directly to the Chief EEO of the Compliance & Enforcement Division. The primary duty of an Environmental Enforcement Officer (EEO) is the investigation of potential violations of Vermont's environmental rules, regulations, permits, and statutes.
An EEO makes on-site assessments and initiates immediate appropriate actions to achieve the most expedient and permanent remedial results. These assessments are often conducted under adverse climatic conditions and severe time constraints without the benefit of input from a supervisor. The EEO is responsible for making field decisions that protect human health, halt or contain property damage, avoid further damage, and restore the previous environmental conditions to the extent possible.
An EEO must collect and document relevant, meaningful evidence of all types. This includes physical evidence such as samples of suspect chemicals, maintenance documents, and photographic images (both still and video) of the subject area or item. An EEO must excel at interviewing and interrogation techniques. An EEO must be able to conduct lengthy and sometimes adversarial interviews of witnesses and suspects with tact and finesse. The EEO must be able to make accurate and detailed notes about whatever is encountered. An EEO must excel at drafting comprehensive yet concise investigation reports.

Environmental Factors
Duties are performed largely in the field with some office time.
Investigations require substantial travel, for which private means of transportation may be required. Incumbents must traverse rough terrain and water and may be exposed to hazardous materials. Surveillance will require nighttime work.
Minimum Qualifications
Bachelor's degree AND two (2) years or more at a professional level in a regulatory environmental field or in a law enforcement or investigatory role.
OR
Two years or more of full-time college coursework OR an associate's degree AND four (4) years or more at a professional level in a regulatory environmental field or in a law enforcement or investigatory role.
OR
High School diploma AND six (6) years or more at a professional level in a regulatory environmental field or in a law enforcement or investigatory role.
Preferred Qualifications
Training and experience in both environmental and law enforcement fields.
