The Transportation Environmental Resources Program Manager 1 (MS4 Program Manager) executes advanced technical work in geographical information systems (GIS) alongside professional and managerial responsibilities. Serving as the compliance lead for the state Municipal Separate Storm Sewer System (MS4) program and any secondary environmental initiatives, this position operates under the guidance of an agency head, administrator, or manager as specified by state code. The manager supports District staff in meeting program objectives through the efficient planning, direction, and control of a specialized program of singular scope. This role requires interpreting and analyzing scientific theories, technical principles, professional practices, and agency policies, often in atypical or precedent-setting situations. Work review focuses primarily on timeline adherence, final results, and regulatory compliance with applicable rules and laws. Additional related tasks are performed as necessary.

Examples of duties

• Administer the state environmental MS4 program in alignment with established principles and state policies.
• Oversee and maintain statewide MS4 geospatial datasets and application infrastructure.
• Utilize ArcGIS, Survey123, Field Maps, and ESRI Experience Builder to develop, configure, and manage GIS tools for mapping, field data collection, and reporting.
• Prepare and deliver speeches, write articles, and distribute informational materials to explain conservation practices, promote the agency mission, and encourage collaboration.
• Participate in seminars, meetings, and symposia to remain current on professional and scientific advancements.
• Plan, manage, and monitor professional and scientific personnel across all MS4 program requirements.
• Track state and federal MS4 regulatory changes and update documentation, data workflows, and program operations to ensure continuous compliance.
• Provide technical support and training to end-users regarding GIS tools, data entry, and reporting software.
• Analyze, review, and compile program metrics to detect trends, validate data quality, and guide regulatory decision-making.
• Negotiate resource utilization to serve the public interest effectively.
• Coordinate with internal departments, regional districts, and external stakeholders to standardize data and ensure consistent cross-jurisdictional program execution.
• Create and execute communication plans to publicize and promote state natural resource conservation and preservation strategies.
• Direct West Virginia Division of Highways (WVDOH) compliance and coordination efforts under the state MS4 permit framework.
• Cultivate specialized expertise in environmental permitting, computer applications, and transportation systems analysis related to MS4 operations.
• Align MS4 project tasks with municipalities, construction personnel, and regulatory entities.
• Conduct field inspections of drainage issues and active construction sites within MS4 zones statewide, including highway projects.
• Review, interpret, and evaluate engineering designs, topographic maps, technical specifications, and testing reports.
• Author comprehensive technical reports based on field investigations.
• Maintain strong, cooperative working relationships with staff, co-workers, supervisors, and external agency partners.
• Implement inspections and enforcement actions targeting illicit discharges, construction sites, and post-construction controls.
• Coordinate community workshops, distribute educational materials, and partner with local environmental groups.
• Map stormwater outfalls via GIS, track environmental data, and generate mandatory Annual Reports.
• Maintain a valid driver’s license for required professional travel.
