Job Description:

T5 Program Summary: The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons as the prime contractor. This $1.8 billion+ contract has a 4-year base period with two 3-year options. The statement of work includes a variety of activities that support the FAA’s Capital Investment Plan (CIP) modernization efforts: Site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, CAD, and other technical services as required. Work is performed across the nation and in several U.S. territories. An average staff of 400-500 with a peak staff over 650 supports this contract, in addition to those subcontractors who perform construction work.

Parsons is now hiring a Senior Buyer to join our expanding team! Parsons extensive experience combined with your procurement skills will propel your career forward. We need our Buyers at this level to collaborate with technical teams to source materials, equipment, and construction related services nationwide. In this role you will participate in a variety of procurement functions to ensure quality, efficiency, and timeliness of services provided to clients and project personnel. The ideal candidate will have experience supporting construction crews and/or familiarity with construction equipment rentals. 

POSITION OVERVIEW:

Participates in a wide variety of procurement functions to ensure quality, efficiency, and timeliness of services provided to clients and project personnel. A Senior Buyer understands the entire acquisition life cycle and can independently source requirements from the planning stages through closeout.  Specific assignments will vary based on project requirements but will generally involve managing life-cycle acquisitions for material (including via Corporate Purchasing Card (P-card) purchasing), charters, equipment rentals, and professional services. All purchasing activities must be managed and documented in compliance with corporate and federal regulations.

EDUCATION/EXPERIENCE:

Some college education is preferred. 3+ years of related work experience is required.

SKILLS/COMPETENCIES:

Procurement experience with a major engineering and construction firm or industrial supplier, excellent written and oral communication skills, a working knowledge of PC software packages typically associated with procurement, and proficiency in utilizing basic Microsoft Office products. In addition, a working knowledge of vendor data control, sourcing, expediting, negotiation, and other purchasing activities is required. 


SPECIFIC RESPONSIBILITIES:

  • Sources and establishes subcontractors / vendors. Performs due diligence to qualify and establish them for eligibility to provide material or services.
  • Utilizes Corporate Purchasing Card (P-card) to procure goods and services under the micro-purchase threshold in compliance with corporate policies. Records payments and performs timely reconciliations.
  • Collaborates with other Procurement representatives and Project Managers in the pre-award solicitation process. Prepares bidders lists, issues Request for Quotations or Request for Proposals, receives and analyzes bids, ensures completeness of bid packages, prepares bid analysis summaries, and makes recommendations for purchase order / subcontract awards.
  • Prepares documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.
  • Ensures compliance with Parsons and FAA Acquisition Management System (AMS) requirements, and maintains documentation evidencing compliance.
  • Prepares and awards Purchase Orders or Subcontracts commensurate with delegated procurement authority.
  • Monitors bid requests, bid analyses, and the preparation of purchase orders to ensure timely action.
  • Serves as primary point of contact with vendors to ensure equipment and materials are delivered to job sites in support of project schedules, and follows up on assigned purchase orders to ensure adherence to terms and conditions.
