Position Description

ENSCO, Inc. is seeking a Program Analyst (Level 3) to support the Federal Aviation Administration (FAA) Air Traffic Organization (ATO) Cybersecurity Group within the NAS Security and Enterprise Operations (NASEO) Directorate.

This position will provide advanced program management and analytical support for governance, oversight, and stakeholder engagement activities that enhance the cybersecurity posture of the National Airspace System (NAS). The selected candidate will assist in planning, coordinating, and monitoring cybersecurity governance processes, including the review and development of program policies, procedures, and documentation.

Responsibilities include preparing and analyzing reports and metrics, tracking the status of program actions, coordinating audit and compliance activities, and supporting the preparation of high-quality briefings for executive leadership. The role will also contribute to outreach and engagement efforts with internal FAA stakeholders, industry partners, and other government agencies to promote effective collaboration on cybersecurity initiatives. Additional duties include facilitating meetings and working groups, monitoring the progress of corrective actions, maintaining project documentation, and identifying process improvements to enhance program efficiency.

Qualifications Required

  • Bachelor’s degree in a related field (may be substituted for 5 years of relevant experience)

  • 10–15 years of experience (Master’s degree may substitute for 3 years; PhD may substitute for 7 years)

  • Strong experience supporting the development, review, and tracking of program plans, schedules, and deliverables, including progress monitoring and variance reporting

  • Demonstrated ability to assist in budget formulation, financial tracking, and resource planning to support large-scale federal programs

  • Knowledge of federal compliance requirements, audit documentation, and configuration management processes

  • Ability to prepare briefings, reports, and stakeholder communications for technical staff and mid-level management

  • Experience collaborating with multidisciplinary teams to support system lifecycle activities such as requirements definition, testing, and evaluation

  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and collaboration tools such as MS Teams, SharePoint, or Smartsheets

  • Strong organizational skills, attention to detail, and ability to manage multiple concurrent assignments under general supervision

  • Ability to obtain and maintain a DoD Secret security clearance (U.S. citizenship required)

Qualifications Desired

  • Experience working with the FAA ATO

  • Exposure to OMB, DOT, and FAA reporting requirements, including program control and funding reviews

  • Experience assisting with audit preparation and remediation (GAO, OIG, DHS, or internal FAA reviews)

  • Active SECRET security clearance
