BACKGROUND
Purpose of Activity/ Assignment:
This consultancy will focus on supporting the HEPR section in the writing of key technical documents and briefings, and will facilitate internal discussion, to elaborate a body of knowledge on UNICEF’s role and experience in health emergencies preparedness and response. The audience of such documentation is both internal (i.e., leadership briefings, coordination, technical assistance) and external (i.e., coordination with partners, fund-raising, technical advocacy).
The consultant will collaborate with technical experts across sections and divisions to compile technical briefings and provide feedback for review.
Scope of Work:
More specifically, the consultant will support the development of the following products:
- Compile, edit and prepare a series of briefings and documents for publication for the HEPR Section and PHE team, including:
- What are public health emergencies? What is UNICEF’s role in them?
- Ways of working in preparedness and response to public health emergencies.
- Main achievements of the PHE team/programme;activities/results/reports.
- Donor proposals, and other briefing materials, for external partners
- Advocacy materials for a multisectoral approach to prevention, preparedness for and response to public health emergencies.
- Case studies for countries where UNICEF is the implementing entity for Pandemic Fund proposals and on PHE preparedness and response more broadly.
Support the development of the HEPR Section workplan, strategic plan, and related processes as part of the UNCEF Strategic Plan discussions 2022-2026:
- Compile and edit 2024 reports for the HEPR Section
- Additional briefings
- Academic papers, op-eds and social media support
Terms of Reference / Key Deliverables:
- Institutional Reports by 31 May 2025.
- Three global Annual Results Reports (3), 1 Mid-term Review, 1 Annual workplan
- Documentation related to Global Health Security and PHE by 30 June 2025.
- 3 Papers, 3 Talking Points/interventions, 2 Case study, 1 lesson learned related to PHE-PR, 2 reports for the Board and evaluation reports
- Documentation related to Global Health Security and PHE by 31 December 2025.
- 3 Papers, 3 Talking Points/interventions, 2 Case study, 1 lesson learned related to PHE-PR, 2 reports for the Board and evaluation reports
- Briefings 1 by 30 March 2025.
- 5 briefing notes, 2 PPTs, 3 external facing communications (e.g. Op-Ed, social media posts, etc.) related to HEPR.
- Briefings 2 by 30 September 2025.
