Job Overview

The Illinois Environmental Protection Agency (IEPA), Post Contruction Unit in the Bureau of Water, Infrastructure Financial Assistance Section (IFAS) is seeking to hire a Public Service Administrator (PSA), Option 2 (Post Construction Unit Supervisor).  The selected candidate will possess strong leadership and communication skills and be willing to use innovative ways to guide the Post Construction Unit and its staff to achieve goals and missions of the IEPA.  The ideal candidate for this position will be organized, detailed and possess the ability to adapt to change in a collaborative, fast paced environment. The ideal candidate will also need to be able to communicate effectively verbally, electronically and in writing with both internal and external stakeholders.

Essential Functions

30%  1. Coordinates the professional administrative and technical activities involved with the Post-Construction Unit in the Infrastructure Financial Assistance Section (IFAS) in the Bureau of Water;

• Directs, coordinates, implements procedures, and reviews activities of the staff responsible for reviewing and approving all change orders, executing contracts for compliance with applicable laws and regulations, approving any necessary adjustments, and verifying compliance with grant/loan conditions.
• Determines eligibility of costs to be reimbursed.
• Coordinates with other sections withing the Bureau of Water (BOW) for all change orders requiring supplemental construction permits.
• Directs, coordinates, implements procedures, and reviews activities of the staff responsible for processing requests for loan disbursements to ensure invoices and payment applications are reviewed for eligibility against loan agreements, contract, rules, and statues.
• Compares and examines expenses to project budgets.
• Reviews disbursement requests to ensure appropriate disbursement amounts are calculated.
• Coordinates with Agency fiscal and procurement personnel to ensure timely voucheri
