<p><strong>Deadline Date: </strong>Monday 10 February 2025</p><p><strong>Requirement: </strong>Senior Project Manager</p><p><strong>Location:</strong> The Hague, NL </p><p><strong>Full Time On-Site:</strong> Yes</p><p><strong>Time On-Site:</strong> 100%</p><p><strong>Total Scope of the request (hours):</strong> 1538</p><p><strong>Required Start Date:</strong> 24 March 2025</p><p><strong>End Contract Date: </strong>31 December 2025 </p><p><strong>Required Security Clearance:</strong> NATO SECRET </p><p> </p><p><strong>Duties and Role: </strong></p><p>Under the direction of the Head of NDWC Project Management, and in coordination with the Chief NDWC as the typical Project Executive, but largely on own initiative, the incumbent will be responsible for the initial phases (such as IFB and Price Proposals), planning and cost estimation, implementation, and management of complex projects in particular through:</p><ul> <li>The management of time, cost and quality of all facets of the assigned project(s).</li> <li>The management of requirements in coordination with the customer.</li> <li>The management and motivation of project team(s) through clear guidance and assignment of work.</li> <li>The application of standard project management techniques in accordance with the Prince2 methodology (e.g. change control, risk/issue management).</li> <li>The development and maintenance of project plans in ServiceNow and in compliance with NCIA Directives and project management best practices.</li> <li>The identification, planning, and allocation of resources to meet project milestones and/or initiate corrective actions when necessary.</li> <li>The use of EBA (Enterprise Business Application) to monitor and control project financial status and execute project manager's duties in NCIA-defined Procure-to-Pay processes.</li> <li>The monitoring and control of project progress to ensure resources are utilised in accordance with the approved budget and within the approved timelines.</li> <li>The sustainment of effective communications with different stakeholders (internally and externally), through the provision of briefings and the organisation of meetings in particular including with NCIA Senior/Executive management.</li> <li>The provision of relevant inputs to the various Agency's reports.</li> <li>The application of NCIA and P3M Best Practice guidance.</li> <li>Maintain liaison with other Project Managers and Programme Managers to ensure the integrity and coherence of NATO CIS systems and capabilities.</li> <li>Maintain close contact with NCIA Customers.</li> <li>Maintain close relationship with the appropriate levels of NATO bodies involved in NATO CIS processes.</li> <li>Represent the NCIA in assigned NATO committees, steering groups/boards as required.</li> <li>Maintain contact, as required, with representatives of industrial organisations within the NATO nations.</li> <li>Stay abreast of technological developments relevant to the area of work.</li> <li>Participate in training, as applicable.</li> <li>Deputize for other NDWC PM staff as required.</li> <li>Perform any other duties as required.</li> </ul><p><u>Competencies or Personal Attributes:</u></p><ul> <li>Deciding and initiating action</li> <li>Time management and prioritisation triage</li> <li>Adapting and responding to change</li> <li>Delivering results and meeting customer expectations</li> <li>Formulating strategies and concepts</li> </ul><p><u>Supervisory/Guidance Duties:</u></p><ul><li>The incumbent may supervise, administer and give professional guidance to staff.</li></ul><p><strong>Requirements</strong></p><p><strong>Skill, Knowledge & Experience:</strong></p><ul> <li>The candidate must have a currently active NATO SECRET security clearance </li> <li>A Bachelor's degree with 8 years post related experience.</li> <li>A recognised project management qualification, such as Prince2 Practitioner, Managing Successful Programmes (MSP), Project Management techniques based upon PMI Knowledge area or Agile. The lack of formal project qualification may be compensated by the demonstration of expertise in the domain.</li> <li>Experience in applying multi-discipline engineering and management techniques in the acquisition of complex communication and information systems.</li> <li>Proactive attitude in seeking and maintaining trust from stakeholders.</li> <li>Proven ability to communicate effectively orally and in writing with strong briefing and presentation skills.</li> <li>Demonstrable skills with accountability for both successes and failures with project deliverables, customer satisfaction, resource management, procurements and financial management.</li> </ul><p><u>Language Proficiency</u></p><ul><li>The work of the NCIA is conducted in English. A diversity of language skills is desirable.</li></ul><p><u>Desirable Experience and Education</u></p><ul> <li>Recent experience of Project Management with major communication and/or command and control/management information
