The Municipal Police Training Committee (MPTC) is a state agency within the Executive Office of Public Safety and Security (EOPSS). The MPTC’s mandate and mission is to set the police training standards for all law enforcement officers certified by the Massachusetts Peace Officer Standards and Training Commission (“POST”), and to develop, deliver, and maintain a record of that training for over 23,000 police officers (municipal, MBTA, environmental, campus, hospitals), deputy sheriffs, harbormasters, constables, and other statutorily defined personnel who perform police duties and functions in the Commonwealth. These responsibilities are to be carried out in a way that ensures high quality, standardized, community-oriented training.

The MPTC’s training programs include a comprehensive, 800-hour basic recruit training program for new police officers, statutorily required annual in-service training programs, and specialized training programs. The MPTC’s academies work closely with the local municipal police departments in their respective regions and are responsive to regional training needs and requirements. The MPTC operates 6 regional academies and oversees 10 authorized academies across the Commonwealth.

MPTC funding comes primarily from three primary sources:  an annual appropriation ($20,910,758) in FY2025), revenue from the Municipal Police Training Fund (up to $5,000,000.00 annually), and revenue collected from police departments for recruits who are enrolled in MPTC operated academies. These funds support a full-time staff of up to 57 employees and a large part-time contingent of contract employees who serve as instructors and program coordinators.

The MPTC Budget Director assists the Chief Financial Officer (CFO) with all fiscal functions of the Municipal Police Training Committee (MPTC), including the agency’s annual spending of approximately $20 M in state appropriated, $5 M in the Municipal Police Training Fund and $1 M in grant funding. The Budget Director is also responsible for all accounting functions related to the collection of approximately $2.8 M in fee revenues. Other duties of the Budget Director include but are not limited to: assisting the CFO in developing and overseeing the execution of the agency’s annual budget and spending plan in accordance with guidance from the Executive Office of Public Safety and Security and the Executive Office for Administration and Finance, including all state, federal, trust, revenue, and capital funds; being responsive to queries from the legislature, including the Ways and Means Committees; purchasing and contracting of goods and services in CommBuys; management of accounts payable and receivable in MMARS; federal grants management, and control and maintenance of the internal control program and updating the Internal Control Plan (ICP) for the agency. 

 Duties and Responsibilities:

  1. Direct and manage the preparation of the agency’s operating budget and spending plans, including all state, federal, trust, revenue and capital funds.
  2. Participate in staff meetings, developing policy, and providing input on policy matters.
  3. Continuously monitor all agency spending to ensure that spending is consistent with the agency’s budget and spending plans.
  4. Advise the Executive Director, Chief of Staff/General Counsel, CFO, COO, Director of Training, and other agency personnel on fiscal matters.
  5. Oversee the procurement of goods and services in CommBuys and approval of MMARS entries.
  6. Responsible for monthly fiscal reporting of federal grants through the Office of Grants and Research’s Highway Safety Division.
