A qualified candidate must possess the following: Knowledge of the application of the principles, concepts and methodology for the management of Navy MWR programs. Knowledge of appropriate DoD, SECNAV, CNIC, and other program policies and regulations covering all areas of administrative and operational policies and procedures. Ability to formulate management techniques or practices to accommodate unique or special problems or situations related to MWR. Skill and ability to perform as a leader to influence the actions of others in obtaining cooperation and assistance to accomplish the MWR mission. Knowledge and skill in the application of a wide range of qualitative methods for the assessment, improvement, and effectiveness of complex management programs and systems. Skill in program planning and projection, organizing, and administration to devise and carry out the variety of exceptionally complex program components and services in Navy Region Southeast. Knowledge of Equal Employment Opportunity program and objectives. Knowledge of budgeting, financial management and planning, project planning and initiation including knowledge of construction and special projects. Skill in the use of computers, a variety of software programs and methods of record keeping. Skill in writing reports and correspondence. Skill in dealing tactfully with contacts and utilizing negotiation skills. Ability to conduct orientations, briefings, general meetings, and extensive in-service staff training. Ability to appraise different program elements, and evaluate similarities and differences according to their respective missions as they relate to the regional MWR Programs. Ability to communicate effectively both orally and in writing. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
