Overview
FWI is building a team to provide administrative, technical, and financial support services for the United States Coast Guard Directorate of International Affairs and Foreign Policy Advisor (DCO-I), including passport/visa processing, international military training coordination, and security cooperation program management. As a Financial Analyst you will manage the formulation, execution, and reconciliation of reimbursable program funds for international training and security assistance programs across multiple U.S. Government funding sources.

Work Schedule and Location:
On-Site: This full-time on-site position will work Monday through Friday, 8am to 5pm at USCG Headquarters in Washington, DC.
Responsibilities
- Review financial reports using USCG automated financial systems to determine account status
- Research, identify, and reconcile outstanding obligations
- Assist with liquidation of obligations and de-obligation processing
- Prepare files for final closure ensuring proper documentation
- Create line-item reports from automated financial system data
- Prepare financial footnotes summarizing account discrepancies
- Monitor individual project transactions, obligations, and expenditure rates
- Reconcile current and prior year financial accounts within prescribed timelines
- Prepare documentation for financial management requirements and audit packages
- Support interagency financial agreements (MIPRs, IAAs, 7600s)
- Apply budget formulation principles for reimbursable and appropriated funds
- Ensure obligations and expenditures remain within approved funding limitations
- Utilize FSMS, G-Invoicing, and other financial management systems
Qualifications
Required:
- Minimum 5 years' financial management experience with USCG, DoD, or State Department international training programs
- Minimum 5 years' experience in budget formulation for reimbursable and appropriated funds
- Minimum 5 years' experience in budget execution and standard accounting practices
- Minimum 5 years' experience with disbursements and account close-out procedures
- Experience with USCG computerized financial systems (FSMS, G-Invoicing)
- Demonstrated ability to conduct detailed financial analysis and reporting
- Experience with interagency coordination of financial agreements
