Overview

To provide leadership, technical assistance in the planning, development, communication, implementation and evaluation of federal and state grant awards.

Responsibilities and Qualifications

QUALIFICATIONS:

  • Bachelor’s degree in accounting, finance, business administration, or related field from an accredited institution. CPA or master’s degree preferred.
  • Seven (7) years of accounting, finance, or budget experience to include five (5) years managing federal or state grant programs.
  • Three (3) years of experience using financial, HRIS or budget software comparable to SAP. OCPS finance and SAP system experience is preferred.
  • The incumbent is considered to be “essential personnel” during an emergency and can be subject to being held over or called back to a district location at all times.KNOWLEDGE, SKILLS AND ABILITIES:Ability to interpret and enforce school board and administrative rules; ability to analyze data and communicate the information; working knowledge of electronic spreadsheets; working knowledge of position control systems and analytical skills to review information and formulate alternative solutions to problems. Knowledge of and commitment to decentralized decision-making and accountability for results. Knowledge of teaching and learning processes. Knowledge of organization and management theory and practice.REPORTS TO: Chief Academic OfficerSUPERVISES: Sr. Administrator, Migrant and Homeless Education, Sr. Administrator, Title I Special Projects, Program Specialist, Non-Public Schools, Program Specialist, Title IV, Senior Manager, Federal Programs (2), Database Coordinator, Director, Grants.MACHINES, TOOLS, EQUIPMENT:Machines, tools, equipment, electronic devices, vehicles, etc., used in this position. Telephone, Computer, (Personal Computer and Mainframe), Automobile, CopierPHYSICAL REQUIREMENTS:Describes physical conditions of this position.Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently. Those activities in which detailed or important spoken instructions must be conveyed accurately, loudly or quickly.90 Hearing Acuity: The ability to perceive speech and other environmental sounds at normal loudness levels.90 Visual Acuity: The power to see at a level which allows reading of numbers and text, operation of equipment, inspection of machines, etc.Note: Will total more than 100 percent as several activities may be performed at one time.WORKING CONDITIONS:Conditions the worker will be subject to in this position.Indoors and Outdoors: The worker is subject to both environmental conditions. Activities occur inside and outside.PERFORMANCE RESPONSIBILITIES:* Manifest a professional code of ethics and values.* Respond to internal and external customers in a timely, accurate, courteous and empathetic manner representing OCPS in a positive light.* Model the routine, intentional and effective use of technology in daily work, including communications, organization and management tasks.* With the Chief Academic Officer and other staff, develop state and federal grant applications.* Direct, oversee and evaluate department personnel regarding productivity in achieving and supporting district goals.* With the Chief Academic Officer and other staff, plan and implement a system of feedback and evaluation regarding the effectiveness of state and federal grants to determine return on investment and academic achievement.* Review the state and federal grant budgets monthly, comparing expected versus actual expenditures.* Advise the Chi
