About the role

ICF is looking for a Senior Enterprise Architect to support our federal client in pursuit of improved organizational performance, mission efficiency and effectiveness. This will require a Business Needs Assessment of their Financial Management System/Platform which consists of segment and architectural analyses with subsequent recommendations in performance, business, data, application, infrastructure, and security improvements to be achieved in the future target state. What you’ll be doing:

  • Reviewing documentation including previous BNA, business processes, technical designs, federal guidelines and industry best practices
  • Presenting outcome of the discovery process to IPT for feedback and validation
  • Work with our IT SME to prepare interview questionnaires to determine performance gaps and improvement opportunities with focus on the challenges, opportunities for improvement, and potential capability enhancements. Identify and validate the list of SMEs to interview
  • Work with our IT SME to conduct SME interviews and schedule any follow-ups.
  • Review and analyze collected artifacts, interview transcripts, and business processes.
  • Identify gaps, issues, and determine key business and technical pain-points.
  • Develop overall business and information requirements associated with strategic improvement opportunities for the target state
  • Define the current baseline state and develop the Baseline Observations Report.
  • Further identify any gaps in business processes, performance, data, technology, and security

  • Conduct research into industry and federal best practices, emerging trends, technologies, and business models for inclusion in the PBGC environment. Align business needs to corporate and IT strategic plans
  • Create a new BNA with modern and sustainable targets and recommendations.
  • Analyze the Financial Management Segment touchpoints and/or interfaces that finance management system interfaces with other internal segments, applications or systems, and External entities.
  • Perform a Financial Management segment architecture refresh, which will examine the recently modernized baseline capability for FOD,
  • Document and analyze the current state of the financial management segment landscape while quantifying inefficiencies and identifying improvement opportunities.
  • The effort will employ tools and methodologies such as Alternatives Analysis, Gap Analysis, Market Research and Business Needs Analysis (BNA) to conduct end-to-end FOD performance, processes, people and technology evaluation and assessment.
  • Provide an examination of the prior analysis, including the prior BNA, and consider technologies, artifacts, and services to identify an effective modernization approach.
  • Provide specific recommendations responding to the strategic, business and IT objectives and performance goals.
  • Ensure that the target state will be formulated in accordance with best practices and industry standards to increase the maturity of the financial management segment and support the Corporate and IT strategic plans and fulfill FOD’s business needs.
  • Deliver of a current state, target state recommendations, and transition plan to include implementable descriptions of alternative solutions that will effectively support the FOD team in their daily activities and to achieve their long-term goals and objectives.
  • Artifacts will include prioritized recommendations for transition to the target state and a phased implementation roadmap for these recommendations.
  • Conduct market research and industry/Federal best practices; to include gap analysis, process improvement, emerging technologies, and business model recommendations
  • Interpreting and developing business models, system models, use cases, and sequence diagrams.
  • Reviewing IT architectures, business processes, and technology innovation.
  • Researching emerging technologies, processes, and best practices and serving as technical liaison for vendors.
  • Creating technical architecture specifications, class diagrams, and object models.
  • Suggesting an end-to-end solution architecture and ensuring all components of the solution integrate together are in compliance with security, policies, and procedures.

What you will need:

  • 8+ years of proven work experience with progressively increasing responsibilities and advanced knowledge of technologies relevant to the engagement
