About the role

The National Security Sector at Leidos currently has an opening for an Environmental Permitting and Compliance Specialist to work in Pueblo, CO at the Pueblo Chemical Agent Destruction Pilot Plant (PCAPP) located on the Pueblo Chemical Depot (PCD).  This is an exciting opportunity to use your experience and expertise to support the United States Chemical Weapons destruction program. 

Primary Responsibilities

The primary responsibilities of the Environmental Permitting and Compliance specialist include performing environmental analysis, typically in assessing, analyzing, researching and ensuring environmental policy compliance with pertinent Federal, state and local environmental regulations, which may include CERCLA, CAA, and RCRA. May involve preparation of information in support of environmental policy development or administration, including litigation support. Successful candidates must have knowledge of Federal, state (Colorado preferred) and local environmental regulations.

The following activities are included as typical work efforts but can vary based on the project's needs.

Provide technical input on environmental submittals to determine impact on the Pueblo Chemical Depot (PCD), PCAPP environmental permits, plans, SOPs, training documents, design changes, Permit Modification Requests (PMR), and Decommissioning Work Packages, and related facility decontamination, decommissioning and demolition plans and procedures. Advise the government field office on technical information about environmental compliance implementation, required documentation and record keeping activities. Provide technical expertise or provide advice, opinions, recommendations, or ideas to the Government on the physical inspection of all PCAPP buildings, systems, equipment, tanks, and any location managing PCAPP waste to ensure compliance with the environmental permits and regulations RCRA (Resource Conservation and Recovery Act), Clean Air Act (CM), Clean Water Act (CWA)) and other applicable federal, state, and local environmental requirements. Review closure work packages, hazwaste shipments, hazwaste storage for permit compliance.  Review and verify closure sampling activities meet the Closure Verification Sampling and Analysis Plan (CVSAP) including records collection to provide technical input to the Government so that the Government can determine acceptability and compliance with all permits. Review permit documents and other pertinent documents used to verify facility compliance with RCRA and CAA permit requirements. Provide technical information and input of project processes for conducting Environmental compliance inspections and provide technical input to the Government on the adequacy of inspection documentation. Review environmental inspection reports, corrective actions, lessons learned and continuous improvement processes and provide technical input to the Government regarding the accuracy and effectiveness of inspections and corrective actions. The technical input should facilitate the Government's ability to evaluate the Systems Contractor's commitment to and practice of process improvement effectively. Review and provide technical input to the Government of SC and independent professional engineering review of SC processes and systems intended to maintain permit compliance working towards ultimate clean closure of the facility.

Basic Qualifications

  • Four year degree in environmental engineering, environmental science, or other related technical discipline preferred; eight years’ experience in chemical operations or related industry, processing operations to include process maintenance, operations and safety.  Graduate degree may reduce experience requirement.  Five years’ relevant plant operations or maintenance experience may be substituted for degree requirement.
  • Ability to read and interpret engineering drawings, perform engineering calculations and analyze engineering data to interpret environmental compliance status.
  • General proficiency with Microsoft Office applications (MS Outlook, MS Word, and MS Excel)
  • Must be able to wear an M40 respirator (for emergency conditions only).
  • Must be able to obtain and maintain a NACi Clearance and Government issued Common Access Card.

Preferred Qualifications

  • Experience in plant shift operations, Conduct of Operations and Government oversight.
  • Experience with environmental clean up and closure of industrial facilities; experience in this area working with Colorado Department of Public Health and Environment (CDPHE) is a plus
  • Must be able to work collaboratively in a team-based environment.
