We are seeking a Facility Security Officer who will oversee the operations of classified facilities and ensure the implementation of operative security controls intended for the protection of unclassified and classified national security information (NSI) developed by or entrusted to MSS as a member of the National Industrial Security Program (NISP). The department applies resources to mitigate risk across operational domains through a continuum of security administration standards, control strategies, and oversight levels that align with corporate needs and expectations. This is an onsite role in El Segundo, California.

This position's internal job is Industrial Security Specialist. Our team is currently hiring for a level 4 or 5.

Position Responsibilities:  

  • Administer day-to-day security operations of the Industrial Security program with support from corporate management, implementing a security program that enables the business while complying with Government regulations
  • Conduct security self-inspections, apply risk mitigation methodologies, support government customer assessments, and implement security measures to meet requirements
  • Develop, maintain, and update company policies and procedures according to 32 CFR Part 117 (NISPOM), DD254s, and contract requirements
  • Maintain facility clearance status in NISS and work with DCSA on required program and personnel documentation (KMP, self-inspections, SEAD 3 Reporting, etc.)
  • Manage Physical Security of multiple local facilities in compliance with DCSA and ICD 705 requirements
  • Assist with the Personnel Security program and administer security clearances/access processes for new/existing employees, subcontractors, and consultants
  • Maintain hard/soft copies of DD Form 254 along with personnel assigned to contract prior to indoctrination. Ensure DD Form 254s properly executed and proper DD 254 tracking
  • Update Millennium Space Systems Standard Practices and Procedures (SPP) artifact, as necessary
  • Assume the role of Insider Threat Program Senior Official (ITPSO), leading the Insider Threat Team in collaboration with key stakeholders
  • Craft, provide and track security trainings and briefings for all cleared and uncleared personnel IAW 32 CFR Part 117

Basic Qualifications (Required Skills/Experience):  

  • This position requires the ability to obtain a U.S. Security Clearance for which the U.S. Government requires U.S. Citizenship. Must have an active U.S. Top Secret Security Clearance with SCI eligibility
  • Minimum of 8 years of experience performing responsibilities in a Collateral, SAP or SCI environment, preferably as an appointed FSO or AFSO
  • Experience as a certified FSO
  • Experience with implementation of a security program that enables the business while complying with Government regulations
  • Thorough working knowledge of the NISPOM, ICDs, associated Executive Orders, and Security Executive Agent Directives (SEADs)

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor's Degree
  • Professional experience conducting industrial security operations for the US DoD or US Intelligence Community
  • Knowledge of OPSEC procedures and application of OPSEC to Sensitive Government information (FOUO, CUI)
  • Significant experience with DISS/NBIS, NISS, SWFT, eQIP/eAPP
  • Completion of STEPP Facility Security Officer Program Management for Possessing Facilities training
    • Experience in creation of and conducting of initial security briefings, debriefings, indoctrinations, pre/post-foreign travel briefings and refresher briefings
    • Ability to communicate policy and procedures clearly to all cleared staff
    • Ability to juggle competing priorities and demands
    • Able to meet timelines and prioritize demands effectively
    • Must have the ability to work in a dynamic environment and effectively interact with numerous DOD, military/civilian personnel and industry partners
    • Working knowledge of Microsoft Office (Word, PowerPoint, and Excel)
