About the role

SGI Global is seeking an experienced Program Manager to support FEMA's National Disaster & Emergency Management University (NDEMU) Independent Study Program (ISP) in Emmitsburg, Maryland. This is a full-time, on-site position (with episodic telework as approved) supporting FEMA's distance learning mission, which delivers over two million course completions annually.

Key Responsibilities

  • Serve as the primary point of contact with FEMA's Contracting Officer and COR, ensuring full compliance with the Performance Work Statement.

  • Lead all aspects of ISP contract execution, including account reconciliation, transcript processing, group verifications, and customer service operations.

  • Supervise and mentor the Deputy Program Manager and Customer Service Representatives, ensuring high-quality performance across the team.

  • Develop, maintain, and update Standard Operating Procedures (SOPs) and ensure alignment with FEMA requirements.

  • Prepare and deliver monthly reports with statistical data and program analysis.

  • Support testing, evaluation, and integration of new instructional technologies and systems for the ISP.

  • Ensure compliance with federal security, privacy, and records management regulations.

Minimum Qualifications

  • Minimum 5 years of project or program management experience.

  • Demonstrated success in leading teams, meeting deliverables, and managing stakeholder expectations in a complex environment.

  • Strong leadership, decision-making, and problem-solving skills.

  • Excellent oral and written communication skills.

  • U.S. Citizenship.

  • Ability to obtain and maintain a favorably adjudicated Public Trust clearance.

Preferred Experience

  • Background in emergency management, higher education, or distance learning.

  • Familiarity with FEMA systems, processes, or training programs.

  • Experience managing federal contracts or government training programs.
