BASIC FUNCTION:
The Director of Fiber Deployment will oversee and manage the timely completion of pole license applications and required make-ready to ensure the expeditious implementation of the ConnectALL broadband infrastructure programs across the state. Reporting to the Assistant Vice President of Broadband Deployment, the ideal candidate will possess a strong technical background in the design and construction of outside plant fiber with expertise in the pole attachment application and make-ready process. This highly visibility position will demonstrate exceptional leadership abilities, program and project management skills, and the ability to effectively collaborate with multiple stakeholders. The role offers a candidate with deep experience in the pole make-ready process the opportunity to re-think and implement strategies to streamline pole make-ready at scale across ConnectALL funded broadband infrastructure projects.
WORK PERFORMED:
- Coordinate and expedite pole license applications and make-ready processes for fiber construction projects.
- Develop and implement strategies to ensure timely and efficient completion of pole make-ready tasks, meeting project timelines and milestones.
- Establish and maintain relationships with pole and joint pole owners across all carriers, ensuring compliance with regulations and standards.
- Collaborate with internal and external stakeholders, including engineering teams, legal departments, regulatory agencies, and utility companies, to facilitate the pole make-ready process.
- Provide oversight and guidance on the resolution of pole attachment disputes, working to achieve mutually beneficial outcomes for all parties involved.
- Develop and maintain comprehensive documentation and reporting mechanisms to track progress, identify bottlenecks, and mitigate risks.
- Stay informed about industry best practices, regulations, and emerging technologies related to pole make-ready processes, and incorporate relevant updates into operational strategies.
- Drive continuous improvement initiatives to streamline processes, optimize resource allocation, and enhance overall efficiency and effectiveness.
- Travel across NY State may be required
MINIMUM REQUIREMENTS:
Education Level Required: Bachelor’s degree in engineering, construction management, or a related field.
Relevant Experience required: A minimum of 7 plus years of experience in telecommunications, utility infrastructure, or related industries, with at least 3 years in leadership or managerial role overseeing pole make-ready processes. In-depth understanding of pole attachment regulations, industry standards, and best practices. Proven track record of successfully managing complex projects and programs, delivering results on time and within budget.
Knowledge Required: Strong leadership skills with the ability to motivate and inspire team members, foster collaboration, and drive accountability. Excellent communication and interpersonal skills, with the ability to effectively engage and negotiate with diverse stakeholders. Demonstrated analytical and problem-solving abilities, with a strategic mindset and attention to detail. Proficiency in project management tools and software applications. Experience with NJUNS and geospatial mapping software (ArcGIS and Google Earth) preferred. A passion for closing the digital divide in New York and ensuring that the solutions pursued by CAO are equitable and just.
