Primary Purpose of Position:
The primary purpose of this position is to plan, implement, and assess training programs, to enhance employees' professional, administrative, and leadership skills, in alignment with agency goals and strategic initiatives. This position assists with employment relations concerns, collaborating with staff development teams to identify training gaps, researching external resources, and implementing online learning solutions.
Examples of duties
This position is responsible for coordinating and assisting in the development and delivery of specialized training (i.e. Civil Rights training, Shelter/Disaster training), conducting agency staff orientation, coordinating setup of equipment and software information for new employees, and using multimedia tools for effective knowledge transfer, and evaluating training effectiveness through surveys and adjustments.This position will manage training logistics, including scheduling, room setup, and tracking agency training activities. Additional responsibilities include operating systems such as NeoGov, Munis, and Laserfiche, preparing staffing reports, assisting with HR projects, such as internship coordination and job fairs, conducting exit interviews, and updating standard operating procedures. This position communicates findings with other Staff Development Trainers in the Children’s Services, Economic Services and Adult Services Sections to determine the training requirements of the agency and assist in tailoring training to identify and address trends, training gaps and needs.
This position performs other duties as required and as assigned to include support of disaster relief operations and is designated as a driving position and will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver’s License.
Qualifications
Graduation from a four-year college or university and two years of experience in a human service program, counseling; training, or in an administrative support role in a staff development and training office; or graduation from high school and five years of progressively responsible experience directly related to training in the subject or specialty area; or an equivalent combination of education and experience.
Preferred Qualification:
Knowledge of Human Resources and employment practices
Experience with managing and maintaining NeoGov, Munis, and Laserfiche Systems
Knowledge of the NC Human Resource Act, FLSA, FMLA and Workman’s Compensation

•Knowledge of capabilities and uses of audiovisual aids, computer equipment, software and other training tools and resources
•Ability to organize and coordinate training activities; to evaluate student learning; and to maintain accurate records
•Ability to communicate effectively, both orally and in written form
•Ability to work effectively with others and use sound judgment in applying policies, procedures, and training principles
•Knowledge of project development and project management
•Skilled in conducting conferences, leading and facilitating meetings
•Must possess above average verbal and written communication skills and the ability to comfortably interact with all levels of the agency, other Cumberland County Departments and contractors
•Knowledge of human resource programs, functions and best practices as it relates to the training program to ensure that training modules meets the needs of the agency
•Knowledge of the agency, its mission, and its culture and climate so that effective and quality training modules are developed to meet agency needs
•Knowledge of continuous improvement methods and relevant best training practices
•Ability to identify the need for change within the different trainings
•Knowledge of policies and practices involved in human resource functions to include recruitment, selection & training.
•Ability to establish and maintain effective working relationships with employees, administrative officials, and the general public; to express oneself clearly and concisely in oral and writte
