We’re currently recruiting for a Senior Civil Engineer - Public Works. The primary responsibilities for the job are to oversee, plan, design and coordinate the delivery of transportation street design projects. Manage delivery of transportation complete street improvement projects from planning studies and preliminary engineering through environmental documentation and right of way phases and final plans, specifications and estimates (PS&E). The purpose of complete streets projects is to study, investigate and analyze existing transportation corridors to add and/or improve multi-model facilities to accommodate all users and abilities. Deliver construction ready projects. Understand and implement adopted City design standards, including NACTO standards. Supervise in-house design staff for preparation of plan sets, specifications for construction and detailed cost estimates. Select and manage projects consultants. Coordinate projects with city departments, outside organizations, and with funding and regulatory agencies.

At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.

Job Details

Essential Functions: 

  • Serve as a senior project manager for transportation capital projects, coordinate work across teams and facilitate an integrated project design and delivery process.  Supervise staff in the preparation of engineering plans, specifications, and estimates. Review and approve designs and deliverables prepared by others. Coordinate projects funding and approvals with outside agencies. Responsible for bringing projects from planning phase through design to final PS&E (plans, specifications and estimates) for construction bidding. Conduct field site visits to project sites, travel to offsite meetings and trainings. Drive a City vehicle in a safe and appropriate manner between worksites.
  • Manage cross-division teams in delivery of pavement management and complete streets design projects. Act as project manager throughout lifecycle of project and support task lead staff in planning, design, engagement, communications, and construction phases. Ensure final designs and constructed projects meet adopted design standards, reflect best practices in multimodal facility design, and implement the 2024-2044 Transportation System Plan. 
  • Prepare environmental documentation for projects and coordinate environmental approvals with regulatory agencies. Prepare and process documentation for right of way acquisitions and coordinate projects right of way certifications with funding agencies.   
  • Manage consultant contracts and consultant teams working various projects and tasks. Select consultants and negotiate agreements. Review and approve consultants’ designs and deliverables and monitor their progress and approve payments.
  • Direct and supervise in-house staff within the transportation street design program for in-house projects delivery. Including final PS&E (plans, specifications and estimates) for construction bidding.
  • Coordinate and prioritize design projects with City departments, county and state highway departments, and other relevant agencies or parties.
  • Develop, maintain, and update technical procedure manuals and technical standards details for transportation designs. Ensure these reflect adopted City standards and best practices for multimodal facility design. 
  • Participate in budget preparation and administration. Prepare cost estimates for budget recommendations; monitor and control expenditures. Participate in the initial planning of projects to be proposed and assist in establishing schedules and budgets.
