The Raytheon Earned Value Management System (EVMS) Organization is seeking an individual to join the EVMS Surveillance, Compliance and Learning Team, which is a critical element of Raytheon’s “Best in Class” EVMS Implementation. This position requires a dedicated individual who can be successful in an environment that requires understanding of program execution across multiple disciplines including Finance, Planning & Scheduling, and Program Management. Primary responsibilities include supporting both Internal and External EVMS Surveillance (including the ability to assess and communicate EVM compliance), support the EVM Certification process, EVM Training and department event communications.

The selected candidate will have demonstrated EVM experience throughout the program life cycle, which includes but is not limited to EVM policy and procedure implementation and effective communication across all levels of the business (Functional Organizations, Product Lines, and Senior Management, Program Management).

What You Will Do:

  • Conduct EVMS Internal Surveillance Reviews (ISRs)

  • Perform testing in accordance with published testing methodology

  • Generate internal Corrective Action Reports (CARs)

  • Propose Corrective Action Plans (CAPs) and support tracking to closure

  • Partner with Program Teams to contribute to a closed loop feedback system EVM compliance and implementation

  • Prepare program teams for Joint Surveillance Reviews including Control Account Manager (CAM) interview preparation

  • Support the interface with DCMA for Joint Surveillance Reviews (JSRs)

  • Coordination of EVM Certification process reporting and Training events

Qualifications You Must Have:

  • Typically requires a Bachelor's Degree in Finance, Accounting, Mathematics, Economics or related field and minimum 8 years Finance/Business experience; or an Advanced degree in a related field and minimum 5 years Finance/Business experience.

  • The ability to obtain and maintain a U.S. government issued Top Secret clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  • EVM compliance experience (conduct, support, etc.), including understanding of the analytical and interpretive techniques to assess EVM execution, compliance, materiality, and/or intent of process implementation

  • Experience with EVM reporting requirements to include the Data Item Descriptions for the IPMR and IPMDAR among other deliverables

Qualifications We Prefer:

  • Strong analytical, written, and verbal communication skills

  • Demonstrated ability to track items to closure

  • Exposure to application of EVMS policies, procedures, and intent across the enterprise in multiple contractual scenarios

  • Knowledge of the 32 EIA-748 EVMS Guidelines, Raytheon EVMS Process Description Manual 10255, and EVM Procedures

  • Knowledgeable of full suite of Raytheon EVMS tools and their application (APEX EV, PMX Tool Suite, PRISM EV, etc)

  • Current Raytheon EVM Certification or Industry equivalent
