Your Specific Responsibilities:
The Bureau of Health Care Practitioner Regulation is responsible for policy making and programmatic activities related to licensure of health care practitioners and regulated facilities. The Bureau is comprised of a bureau chief and eight offices under the supervision of executive directors.
As the Executive Director for the Board, the incumbent is expected to have strong leadership and organizational skills that will enhance the efficiency of the licensure processes; foster beneficial relationships with stakeholders and proudly represent the Department of Health when communicating with the public and the health care community. This position requires exceptional strategic thinking and independent decision-making skills.
The Board Executive Director is supervised by the Chief of General Operations (Bureau Chief of Health Care Practitioner Regulation) and serves as Administrative Officer for the Boards of Acupuncture, Massage Therapy, Osteopathic Medicine, Speech Language Pathology & Audiology, and the Council of Licensed Midwifery.
Duties include:
• Serve as a leading problem-solver and creative thinker in proposing, analyzing, revising, and administering programs, statutes, and organizational policies to more efficiently meet the legal requirements and expectations related to licensure.
• Lead and manage a staff of approximately 22; make recommendations on annual budget requirements based on personnel and resource needs; and maintain effective relationships with the Board’s legal counsel and Department of Health legal counsel.
• Collaborate with board and council members to ensure that activities involved in licensing, monitoring, disciplining, and educating practitioners contribute to a high level of confidence and trust in the standard of health care provided to the people of Florida.
• Conducts and attends board meetings around the state and represents the Department before the Board on matters of policy and procedure. Advocates before the Boards on issues involving the goals of the Department regarding the health, safety, and welfare of the public.
• Performs functions delegated by the Boards, including evaluating health care licensure applicants to ensure that only qualified applicants are authorized to take licensure examinations and become licensed. Authorizes and oversees the issuance of licenses, the approval of mandatory continuing education programs and providers, and audits of compliance with licensure requirements.
• Lead the analyses of proposed bills and administrative rules as well as spearhead the implementation of any passed legislation.
• Acts as an agent for the Boards for the service of legal process upon the Boards in suits naming board members and Executive Director as respondent. Gives testimony or depositions in administrative hearings or in court proceedings in the capacity of the Board Executive Director or custodian of the Board's records.
• Responsible for staff management, including discipline, hiring, review and performance planning appraisals, and general supervision of staff. Responsible for ensuring that procedural and administrative duties are efficiently and timely performed by staff.
This is an on-site position in Tallahassee and the incumbent must be physically present in the office to effectively perform job duties. This position requires emergency duty, in preparation for, during, and as a result of a catastrophic or natural disaster.
