Supervisory Mobility Transportation Specialist

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/18/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50's that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR) for the GS-2101 series. Education: Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. or Experience Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. In addition to meeting the Basic Requirements you must meet one of the following: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages transportation programs (Veterans Transportation Program and Veterans Transportation Service) to provide safe and reliable transportation to veterans who require assistance traveling to and from VA health care facilities. Establishes and/or implements policies, regulatory changes, mandates, and action items. Manages transportation contracts to include common carrier, special mode, ambulance, and air ambulance. Interprets and communicates policy to subordinate employees. Provides Fund Control Point management and oversight. Manages and analyzes departmental budgets and ensure departmental operations are in sync with budgetary projections. Reviews, analyzes data, and makes recommendations related to services provided. Prepares oral and written reports and presentations (graphs, charts, etc.) in a clear, concise, and effective manner. Establishes guidelines and performance expectations for staff. Communicates these guidelines and expectations clearly using performance management systems. Observes and evaluates the performance of employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education (TRANSCRIPT REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR, Combination (TRANSCRIPT REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Program Management: Overseeing program and project management tasks/duties to ensure initiatives are completed within expected parameters. Able to analyze, evaluate and advise on effectiveness of work methods and organizational budgets. Supervisory Experience: Previous supervisory experience; providing leadership, supervision, instruction and counseling to employees. Contracting Experience: Experience with contracting and fund control points (2 years). Beneficiary Travel: Knowledge of process travel reimbursement to include; mileage, lodging, meals. Processing ambulance and/or air ambulance claims and inter-facility transfers. Fleet Management: Evaluate information related to transportation and/or carrier transportation. NOTE: Not an Over-The Road Position Physical Requirements: The work is primarily sedentary, although some light physical effort may be required. Travel will be required on a periodic basis.
