The Facilities Specialist – Procurement and Contract Management is a part of the Devens Site Engineering Department. The role works closely with Site Procurement, Legal, Site Engineering Functions and Manufacturing to deliver on time services, parts, and equipment required to support the Devens Site and Manufacturing Operations. The Facilities Specialist role manages both service contracts as well as procurement activities for the Devens Site Engineering Department. This position plays a critical role in ensuring that the Site Engineering Department is effectively and efficiently managing all vendor service contracts on site as well as all spend specific to the procurement of parts, equipment, services, and other support requirements.
Responsibilities
Manages contract and contract change negotiation activities for maintenance, calibration, and repairs. Ensures contractual obligations, price and deliverables are met.
Identifies qualified and dependable contractors and ensures they meet Devens and BMS contractor requirements.
Acts as the main point of contact between BMS and the service contractors.
Manage contracts renewals, document management, and risk management.
Track contractor performance KPI’s and provide updates to Site Engineering Leadership.
Meet with contractors regularly to discuss performance levels against contract agreements.
Manage contractor relationships to sustain long term partnerships.
Facilitate contractor Request for Proposal in a timely and efficient manner to meet site objectives.
Collaborate with Procurement, Finance, Legal, Site Engineering, and the appropriate end users to determine service contract requirements.
Manages all purchase orders for Site Engineering including but not limited to, parts, equipment, service contracts, training, and fees.
Manages purchase orders from creation to closure including invoicing.
Collaborates with Site Engineering functions, Procurement and Finance to ensure all purchase orders are coded correctly and in accordance with BMS policies.
Manage, track, and report KPI’s for budget adherence to Site Engineering leadership and Finance.
Qualifications & Experience
Minimum of 5 years’ experience in a procurement role.
Minimum of 5 years’ experience with contract management and contract negotiation.
Proficiency in Microsoft Office tools.
Excellent communication and collaboration skills.
Excellent presentation skills.
Experience working within a large facilities or engineering organization supporting MRO, Procurement, or Contract Management.
Experience managing operational and/or maintenance budgets.
Experience developing and managing KPI’s specific to contractor management and procurement activities.
