Job Summary
Western Midstream is seeking a Planning Engineer - Engineering & Construction to join its Engineering & Construction team in The Woodlands, Texas. This position will identify the need, prepare scopes of work, and develop forecasts for gathering pipelines and metering as well as gas compression, gas processing, oil pumping, oil stabilization, and saltwater disposal facilities in WES’s South Texas and West Texas operating areas.
The ideal candidate for this position will have a thorough understanding of the planning, design, and execution of midstream capital projects as well as a basic understanding of upstream, onshore oil and gas development. Using this knowledge, they will plan projects for project engineers and project managers on the team to execute, while meeting customer and business objectives.
Qualifications
- Five (5) or more years of relevant work experience planning, designing, or managing execution of upstream or midstream facility capital projects; onshore, Lower 48 and unconventional shale experience is preferred.
- A high degree of familiarity with and knowledge of the design and construction of production, compression, pumping, treating, processing, and produced water disposal facilities. A basic knowledge of drilling and completions activities is a plus.
- Thorough familiarity with industry codes and standards for pipeline, measurement, and gathering facilities as well as applicable local, state, and Federal regulations. Working knowledge of applicable environmental and safety regulations.
- Demonstrated leadership in Occupational and Process Safety principles and their application to design and installation of pipeline and/or production facilities.
- Basic knowledge and experience with spatial data management and mapping software programs, such as ArcGIS, is required. Advanced experience is a plus.
- Ability to prepare and validate cost and schedule estimates.
- Basic knowledge of screening level economic analyses.
- Knowledge of and experience utilizing project management techniques and best practices.
- Proficiency with standard office software such as Excel, Word, and PowerPoint.
- Technically proficient and self-motivated with creative problem-solving skills to accomplish tasks within a team environment.
- Track record of action-oriented performance - taking control of problem situations, developing solutions, and bringing them to resolution, operating with a sense of urgency.
- Strong organizational, interpersonal and communication skills.
Responsibilities
- Develop preliminary facilities and pipeline scopes of work including required supporting infrastructure such as electrical power distribution and communication systems.
- Perform desktop routing and siting of proposed pipelines and facilities.
- Prepare conceptual designs including block and process flow diagrams, routing schematics, and isometric sketches with preliminary bill of materials.
- Prepare preliminary capital expenditure estimates, schedule estimates, and economic justifications for these projects. Document and communicate results to project engineering/project management to begin executing work.
- Develop communication tools including maps, schedules, and reports to communicate the development plan to the organization.
- Lead technical reviews conceptual development plans with commercial, operations, and technical stakeholders. Identify opportunities for optimization, improvement and better alignment.
- Work with project engineering/project management teams to ensure facility designs meet customer needs.
- Engage with WES Commercial and Customers as needed to determine requirements for proposed projects.
- Assist with review, tracking, and approval of pipeline relocations, crossing, and encroachments.
- Engage with contractors to promote WES’s safety culture and ensure everyone goes home safe every day.

Education
- Bachelor’s degree required in Engineering; Civil, Chemical, Petroleum, or Mechanical preferred, other disciplines may be considered with appropriate experience.

- Valid driver’s license with no restrictions that would prohibit driving a company vehicle.

- Relocation may be considered, depending on applicant.
