General Summary:

Plans, directs, and manages the Agency Bus and Rail Operations Control Center, Field Supervision and Concierge Management in providing direct coordination of communications and incident management response for various staff during the management of accidents, incidents, and service disruptions. Plans and administers, through management staff, programs, procedures, and objectives to ensure that a high quality of bus and rail service is provided in a safe, efficient, and expeditious manner to internal and external customers.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Manages and directs all activities associated with control center personnel engaged in receiving and issuing communications and directives. Assigns and delegates responsibility for specific projects or functional activities to staff.

• Oversees the flow of information between Control Center and Operations staff for all accidents, incidents, and service disruptions.

• Recommends and controls work schedules according to workforce needs, oversight agency restrictions, and budget limitations.

• Evaluates the performance of the Control Center Department’s supervisory and field staff for compliance with Authority programs and policies, and attainment of goals and objectives. 

• Develops and manages Control Center and field operations to performance measures. Oversees the programs, procedures, and objectives to ensure that high qualities of bus and rail services are provided in a safe, efficient, and expeditious manner. Oversees communication between the incident site, management and responding personnel during planned and unplanned service disruptions and equipment issues.

• Maintains required service levels under adverse conditions, i.e. weather, construction, and staffing. Minimizing service delays, especially during unforeseen incidents or events.

• Establishes and executes programs to meet Authority objectives and develops an organization that will hold accountable and effectively administer the responsibilities and functions of Operations areas.

• Analyzes, evaluates, and prioritizes multiple operations and communication problems as they deal with the Control Center and recommends and/or implements effective solutions to resolve service interruptions.

• Provides guidance to resolve technical problems and examines plans and specifications to determine work procedures.

• Supervises and maintains a special command unit during inclement weather. 

• Meets and interfaces with various levels of management within the Agency and other transit jurisdictions. Serves on various committees and interacts with representatives from various other governmental agencies security, safety, and communications groups to develop and foster relationships that will be beneficial to the Authority.

• Evaluates and monitors the performance of Bus and Rail Control Center staff for compliance with Authority programs and policies and attainment of goals and objectives. Hires, trains, develops, monitors, and evaluates staff. Reviews and recommends personnel actions for approval. Participates in the development and administration of Authority programs, policies, goals, and objectives as directed by the Chief Transit Officer.

• Confers with and assists the Senior Executive Vice President/Chief Operations Officer in formulating longer-term goals and objectives and in the administration of policies and programs. Performs duties of the Sr. EVP/COO in the absence.

• Maintains sufficient security levels to protect customers, employees, and facilities.

• Meets and interfaces with the public and the media as well as various levels of management from other transit jurisdictions and representatives from various governmental agencies and develops and fosters relationships which will be beneficial to the Authority.

• Keeps Sr. EVP/COO, AVP, Director and Managers apprised of information and performance indicators relative to special projects, plans and programs as assigned.
