Raytheon Company, Managed by Collins Aerospace

Collins Aerospace, an RTX company, is a leader in technologically advanced and intelligent solutions for the global aerospace and defense industry. Collins Aerospace has the capabilities, comprehensive portfolio, and expertise to solve customers’ toughest challenges and to meet the demands of a rapidly evolving global market. You will be a member of a multi-disciplinary group of System, Hardware and Software Engineers. We are a growing business developing new products in an aggressive and competitive market. The new designs are exciting and technically challenging.

The Product Cybersecurity Organization (PCO) is hiring a Systems Security Engineering Manager to support programs for our US military and various international customers, keeping the world safe from foreign threats. This high-visibility role involves working on critical efforts, including secure satellite military communications (SATCOM), Cross Domain Solutions, NSA Type 1 Certification, CMMC Level 3 compliance, and Risk Management Framework (RMF) implementation.

The ideal candidate will bring expertise in managing and executing cybersecurity efforts across the system development lifecycle. They will be responsible for a small team of system security engineers as well as being a technical lead performing vulnerability analysis, requirements assessment, and developing documentation to achieve critical certifications and approvals. The candidate must also demonstrate strong technical writing and analysis skills, including requirement allocation and decomposition, system modeling (Model-Based System Engineering experience a plus), and formal cybersecurity verification.

The selected candidate will report to the Associate Director of Cybersecurity Engineering DoD East and collaborate with cross-functional teams to deliver secure, resilient systems. Some travel may be required.

What You Will Do
    • Serve as a high-level Subject Matter Expert (SME) with Technical Fellow-level depth to derive and deconflict complex security requirements directly with Government Customers and Chief Engineers
    • Support high-priority efforts across the entire Product Cybersecurity (PCS) organization, making technical decisions that impact security architectures across multiple product lines and contracts
    • Report directly to the Department Manager for DoD East, acting as a strategic advisor to keep leadership informed on contract health, technical milestones, and evolving mission needs
    • Lead "blank-sheet" proposal efforts, serving as the technical architect for competitive bids, authoring technical volumes, and ensuring the integrity of all Basis of Estimates (BOEs)
    • Navigate the technical rigors of NSA Type 1 and RMF processes, ensuring robust security is integrated throughout the Systems Engineering V-Model for embedded hardware, software, and firmware
    • Lead a section of 10–15 Massachusetts-based engineers, providing deep technical mentorship to the team while managing the "programmatic side" (EVM/CAM) to keep our projects on track

Qualifications You Must Have
    • 10 years of experience in Systems Engineering with mastery in securing embedded hardware, firmware, and software architectures
    • Experience in successfully navigating the NSA Type 1 certification process and requirements for high-assurance products
    • Demonstrated proficiency with the Risk Management Framework (RMF) certification and accreditation lifecycle
    • Direct experience in Earned Value Management (EVM) or acting as a Control Account Manager (CAM) to manage program technical work packages, budgets, and schedules
    • Experience in management or technical lead role, with a proven ability to mentor engineers through complex technical roadblocks
    • Experience leading large complex technical proposals and bids, including the development of detailed, defensible Basis of Estimates (BOEs)

    • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience
    • Active and transferable
