Position Summary: 

Under the supervision of Housing Director, ensure compliance with NAHASDA rules and regulations and the Saginaw Chippewa Indian Tribe`s laws and regulations. Provide outreach and assistance to persons applying to receive Housing services. Coordinate the processing of all applications to ensure NAHASDA eligibility and maintain waiting lists. Complete annual and interim recertification of current tenants. 


Essential Duties and Responsibilities: 

  • Maintain regulation sources to remain current with federal regulation changes, statutory changes, and policy changes. Communicate and disseminate information to tenants, the Housing Advisory Committee, and Housing Department staff as needed. Incorporate changes into procedures as necessary.
  • Formulate and implement application procedures for low rent and homeownership programs. Maintain current applicant waiting lists.
  • Develop and update the eligibility and admissions processes and procedures to ensure compliance with the NAHASDA and the accompanying regulations.
  • Implement the eligibility and admissions process for participation in the program in accordance with Tribal and federal laws.
  • Obtain and review the criminal history of applicants for purposes of determining eligibility in the program.
  • Collect and analyze statistical data for quarterly reporting and future planning such as tenant demographics, tenant accounts receivables, housing need, and services provided.
  • Utilize tenant accounting software to accurately create a tenant profile for each household admitted to the program, set up their billing account and update information as needed; analyze tenant accounts for errors and omissions and enter adjustments as necessary.
  • Create and maintain a filing system of tenant records and develop procedures for protecting confidential information. Ensure all required documentation is collected and reviewed in a timely manner.
  • Accurately calculate amounts due for each account and process payroll deductions and per cap assignment forms for tenant payments.
  • Accept and apply payments to tenant accounts; issue receipts accurately utilizing the tenant accounts receivables software.
  • Accurately post charges to tenant accounts in a timely manner, such as rent, mow fees, court fees, late fees and work order fees.
  • Review tenant`s monthly billing statement to ensure accuracy before delivery; ensure tenant payments are collected in a timely manner; ensure adherence to payback agreements and document all communication.
  • Meet with delinquent tenants and negotiate payback agreements in a timely manner.
