Responsibilities

The Federal Aviation Administration (FAA) Voice Switch and Recorder (VS&R) Program Office manages seven different programs that procure and sustain voice switch and recording systems that enable critical, high availability Air Traffic Control (ATC) voice communications within the National Airspace System (NAS). The VS&R Program Office is responsible for acquisition and full life cycle program management of operational ATC Voice Communications Systems (VCSs), which includes development of requirements, procurement of new systems, verification, validation, testing, logistics, implementation, deployment, and sustainment/tech refresh of existing ATC voice communications systems.

 

The ATC Voice Systems Architect will support the FAA in modernizing air traffic control voice communications and will provide domain and technical expertise in the following areas: ATC voice communications, voice switch hardware, software, systems, analog/electrical/digital/VoIP interfaces, and networking. The engineer will collaborate with the team through system requirements development, industry/market research, source selection, system verification/validation, system implementation and full system life cycle planning and management. The engineer will facilitate coordination among the team’s functional areas to ensure program success. This position will support FAA VS&R programs and the VCS/VoICE acquisition and series of multiple procurements (APC/GPC/VCSs) by providing systems engineering acquisition & program support and leveraging knowledge of National Airspace System (NAS) Air Traffic Control (ATC) communications, voice switches and ED-137 VoIP for Air Traffic Control. Beyond these specific activities, this resource will also provide technical and program management support to other VS&R programs as needed. The candidate will also apply comprehensive system engineering principles to support the investigation, analysis, planning, design, development, implementation, testing, and evaluation of NAS equipment and procedures, particularly the integration and safety assessment of the ATC system. The candidate will also review and prepare engineering and technical analysis reports, and other technical and safety documentation. May also analyze, design, develop, implement and test software related to engineering or functional requirements of NAS and associated support systems.

 

The engineer will also support FAA safety management activities involving measures to mitigate hazards or reduce risks to an acceptable level, verification that mitigation measures are incorporated into product design and implementation, and assessment of residual risk and any other safety related activities.

 

The engineer will apply technical knowledge throughout the phases of the Systems Engineering lifecycle, leverage Project Management experience and collaborate with client stakeholders to ensure successful project/program execution. The Systems Engineer will interact with a team comprised of Noblis, Subcontractor, FAA and Vendor technical staff.

 

Required Qualifications

The candidate should possess several of the following knowledge, skills, and abilities:

  • Bachelor's degree in related technical field and 10+ years of relevant work experience
  • Knowledge of the Federal Aviation Administration, including NAS Voice Communications Systems, Switches
  • Domain and technical expertise in ATC voice communications, ATC voice switch hardware, software, systems, analog/electrical/digital/VoIP interfaces
  • Experience working with requirements/design for ATC voice switch air-to-ground (A/G) trunks, voice switch ground-to-ground (G/G) trunks and ATC voice switch networking
  • Enterprise Architecture (EA) experience around ISEF (technique) and CORE (software)
  • Understanding of the Open Systems Interconnection (OSI) Model, including the 7 layers that computer systems use to communicate over a network.
  • Dynamic Object-Oriented Requirements System (DOORS) (requirements software) experience
  • Understanding of communications systems/networks and voice/data communications designs
