Knowesis, a dynamic and forward-thinking company, is currently seeking a Scientific Support Senior Analyst & Task Lead to join our team and provide analysis and assessment services in support of the Defense Health Board (DHB) under the Defense Health Agency (DHA). The DHB offers independent advice and recommendations on various aspects of Department of Defense (DoD) healthcare. This includes policy and program management, health research, disease and injury treatment and prevention, health and wellness promotion within the DoD, and the delivery of efficient, high-quality healthcare services to DoD beneficiaries. The DHB also addresses other health-related matters deemed of special interest by top DoD officials.

To be eligible for this position, candidates must have a minimum of a Public Trust with the ability to obtain a Secret clearance and possess U.S. Citizenship without the need for sponsorship, both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the position’s security clearance requirements.

 The Job Duties and Responsibilities include but are not limited to the following:  

  • Lead the development of accurate, evidence-based, complex, peer-review publication level reports and information papers as required in support of DHB activities as government staff and members research and address a wide variety of issues relevant to military healthcare. These comprehensive products usually take 6 months to 1 year to develop and require high-level conceptual ability and critical thought, expertise in technical and scientific writing, and grammatical accuracy.
  • Report to the DHB Project Manager (PM) with updates on personnel, tasks, issues, and resources through a Weekly Activity Report (WAR). Prepare and submit a draft Monthly Progress Report (MPR) for PM review and approval.
  • Lead and supervised Knowesis Research and Management Analysts, including managing schedules, approving timesheets, conducting performance evaluations, fostering professional development, and overseeing assigned tasks.
  • Collaborate effectively in a team setting, respecting diverse backgrounds and viewpoints, to achieve timely completion of preliminary and final reports.
  • Read and participate in briefings as required by government client to keep current with important health, military, and government topics related to the Military Health System.
  • Provide comprehensive program support to the Board, ensuring compliance with the Federal Advisory Committee Act, Sunshine in the Government Act, DoDI 5105.04, and other relevant DoD and GSA policies.
  • Assist in developing and reviewing standard operating procedures to ensure compliance with federal and departmental directives, including the review of board Bylaws.
  • Support the development and tracking of membership packages for appointments, reappointments, and renewals, ensuring quality and compliance with governing directives via the DoD FACA Portal.
  • Assist in recruiting board and subcommittee members by consulting biographic references and assessing candidate suitability.
  • Manage the appointment, reappointment, and renewal processes for members, including the coordination of special government employee forms and the review of over 50 candidate packages annually.
  • Assist in developing charter renewal documents in accordance with DoD processes.
  •  Compile an annual report documenting board and subcommittee activities, including membership updates, meetings, reports, and department responses. 
  • Perform Training Coordinator responsibilities for the division, monitoring government and contractor staff training requirements.

Required Qualifications:  

  • A minimum of five years of relevant experience.
  • Proven experience in leading and supervising a team.
  • Proficiency in managing official correspondence using systems like the Correspondence and Task Management System (CATMS) and other administrative tools.
  • Experience in developing and submitting administrative documents according to DoD standards.
  • Experience in developing, reviewing, and updating standard operating procedures (SOPs) to ensure compliance with federal and departmental directives, including the review of board bylaws.
