Position Purpose:
Reporting to the Associate Director, Payroll and InfoHR, oversees ongoing activities related to the administation of human resources for the sector and advises senior leaders to support proper employment planning and management. Leads a team that provides administrative support in order to build a productive, positive environment, and demonstrates leadership in giving advice on complex issues.
In this role, your responsibilities will include:
- Supervision: Supervises the work performed by employees tasked with administrative support in terms of organizing priorities, overseeing activities, and providing advice with a view to meeting individual objectives. Ensures that professional customer services are provided at every stage of processing a file.
- Payroll: Supervises day-to-day activities and processes related to payroll for all employee groups within the sector to ensure salary accuracy. Corrects inconsistencies in budget forecasts and actual expenditures. Deals with complex issues related to the terms of collective agreements for employee groups that are not processed in the system and that require particular, careful scrutiny to avoid errors and grievances.
- Advisory services: Working closely with central Human Resources subject matter experts, provides managers with insightful advice and influences decisions on human resources operations. Raises awareness of management tools in order to improve employee mobility within the section, thereby bolstering productivity and minimizing staff turnover.
- Processes and procedures: Designs and implements new work methods, processes and procedures, or improves those already in place, and monitors own team’s compliance in order to continually improve operations and maximize productivity and effectiveness.
What you will bring:
- Advanced knowledge of the principles of administration, accounting, and financial and human resource management normally acquired through postsecondary studies in a related discipline, or an equivalent combination of education and work experience
- Five years’ demonstrated experience in a similar role
- Experience in supervision
- Knowledge of computer systems and software, notably financial and human resources management systems (Workday or other ERP systems)
- Experience in analyzing reports
- Experience in interpreting, explaining and applying policies and regulations
- Experience in working in a unionized environment and interpreting collective agreements
- Ability to produce high quality work under pressure while meeting strict deadlines
- Excellent interpersonal and communication skills
- Strong organizational skills and self-reliance
- Bilingualism in French and English (oral and written)
