Overview
The Flood Control Operator performs as a Supervisory Control and Data Acquisition (SCADA) operator for various pumping stations to prevent interior drainage and flooding according to quality established guidelines.
Essential Functions
1 Remotely operates large pumping equipment and other devices from Supervisory Control and Data Acquisition (SCADA) computer terminals at a system of pumping stations to ensure prevention of interior drainage flooding
2 Interprets, explains, and enforces provisions of applicable laws, regulations, and standards relating to operation and maintenance of the City’s pumping facilities; initiates any actions necessary to correct deviations or violations.
3 Diagnoses, troubleshoots, and maintain pumps, motors, and facilities at pump stations to include diagnosing electrical problems as needed.
4 Interprets data from computer terminals to monitor the equipment condition and flow volume to ensure flow rates and quality parameters are maintained.
5 Monitors SCADA, Automated Local Evaluation in Real Time (ALERT), Flooded Roadway Warning Signs (FRWS), pump stations, and warning systems used for early detection of flooding.
6 Checks Levee and Street Pump Station for proper operation after each PM or Repair; makes decisions within guidelines to change pump sequencing to make certain constant quality is maintained.
7 Assists technicians, electricians, and pump mechanics in SCADA, ALERT, and FRWS troubleshooting; removes and assigns SCADA equipment tags.
8 Maintains records of tests, volumes, levels, adjustments to flows, and operations to provide documentation of activities consistent with standard operating procedure.
9 Maintains a comprehensive, current knowledge of applicable laws/regulations; reads related professional publications; maintains professional affiliations and attends workshops and training sessions as appropriate.
10 Answers the department’s phone and directs calls to the appropriate person during no rain conditions.
11 Performs any and all other work as needed or assigned.
Knowledge and Skills
1 Thorough knowledge of Office and Web applications.
2 Thorough knowledge of SCADA equipment, processes, and procedures on pump station equipment.
3 Ability to train apprentice operators.
4 Ability to write reports and keep accurate records.
5 Ability to perform physical activities such as lifting, carrying, and walking, etc.
6 Communicating effectively verbally and in writing.
7 Establishing and maintaining effective working relationships.
8 Must provide and maintain a working phone for emergency calls.
MINIMUM QUALIFICATIONS:
EDUCATION:
High school diploma or GED.
EXPERIENCE:
Two (2) years of experience in monitoring and/or troubleshooting computerized/electronic control systems.
EQUIVALENCY:
Associate degree (or higher) in an electronics, computer information technology, electrical engineering, or engineering technology field will meet the education and experience requirements.
LICENSE and CERTIFICATIONS:
Valid driver's license and good driving record.
Must obtain a U.S. Department of Homeland Security Protected Critical Infrastructure Information (PCII) user certification within 90 days after hire.
Must obtain a City of Dallas Flood Control Pump Station Operator Certificate within probationary period.
Must obtain a City of Dallas Flood Control Supervisory Control and Data Acquisition (SCADA) and Automated Local Evaluation in Real Time (ALERT) certificates within probationary period.
