SALARY RANGE: $60,170 - $91,070 (commensurate with experience)

Position Summary:

In 2024, the Chicago homeless response system (the Continuum of Care or CoC) identified youth as a priority population. Chicago was also selected as a recipient of Youth Homelessness Demonstration Project (YHDP) funding, which provides access to $15 million of funding to support activities aimed at reducing the number of youth, age 24 and under, experiencing homelessness in Chicago. All Chicago, together with the Youth Action Board, youth housing and service providers, the CoC Board, and public/private funders, will lead the effort to secure and implement this funding, and carry out activities to support youth as a priority population for Chicago.

All Chicago is seeking one Senior Program Manager to be responsible for overseeing the process of creating a community-driven plan that outlines Chicago’s vision to prevent and end homelessness. The plan is the foundation we must create to be able to subsequently apply for specific project funding for the $15m. The plan should create a coordinated homeless response system that serves youth experiencing homelessness in Chicago. 

At All Chicago, Senior Program Managers work with their supervisor to provide operational oversight of programs and lead special projects. Senior Program Managers establish and build partnerships with key stakeholders, engage stakeholders in collaborative planning, formalize frameworks for carrying out the area of work, develop marketing and education materials, identify performance metrics to evaluate the initiative, and oversee implementation. 

Specific Responsibilities: 

Initiative Management 

• Coordinate Youth Homelessness Demonstration Program (YHDP) planning and implementation with partnering agencies, including overseeing the process to create the CoC’s plan for YHDP.
• Cultivate and foster strong relationships with key stakeholders including young adults experiencing homelessness, funders, providers, and other community partners and elicit ideas and information needed to improve outcomes in the homeless crisis response system, with special emphasis on addressing the needs of youth and young adults 
• Work with the Youth Action Board (YAB) and staff supporting YAB to lead YHDP planning efforts.
• Respond to and address the concerns of various stakeholders in a professional and timely manner, including service providers, staff, government officials, People with Lived Experience of homelessness, and other community members.
• Facilitate collaborative planning and activities across All Chicago staff.
• Manage YHDP committee meetings by developing agendas, scheduling, taking notes, and providing other administrative supports to committee members.
• Work with HUD Technical Assistance (TA) providers to create plans for how the TA can be most impactful for the community-driven process and Chicago’s needs related to youth homelessness.
• Identify what data is needed to inform planning, and work with key entities to compile and analyze data.
• Manage the process to identify agencies that should receive funding in line with HUD, the CoC’s requirements and the YHDP plan.
