PRSSO — Financial Capacity Lead

*Position is Subject to Contract Award

 

ESSENTIAL DUTIES / RESPONSIBILITIES

• Owns PRSSO Q1 scope: third-party financial due diligence to determine whether other firms can commit or raise sufficient resources for a proposed activity
• Drafting written determinations for federal decision-makers

MINIMUM QUALIFICATIONS

• Bachelor's in Accounting (Master's preferred)
• Active CPA required. CFE or CFA a plus
• 10+ years performing financial-statement analysis, credit/going-concern assessments, or third-party financial due diligence
• Experience drafting written determinations and recommendation memoranda for federal decision-makers
• Prior federal experience evaluating grantees, contractors, or awardees
• Experience delivering under on-retainer / hours-as-needed / IDIQ surge structures

PREFERRED QUALIFICATIONS

• NOAA/DOC/commercial fisheries or maritime industry familiarity
• Prior GAO capacity assessment or bid-protest financial-capability review experience
• Ability to lead a 1 CPA + 1 Technical Writer engagement pod
