About the role

ICF seeks a Grant Manager with federal, state or local grant implementation experience with strong ties to the Maui County community in Hawaii. This position will assist in the implementation of the Community Development Block Grant Disaster Recovery (CDBG-DR) grant from the U.S. Department of Housing and Urban Development (HUD). You will be supporting post-disaster community recovery efforts and should understand and have experience in community engagement and housing development experience as well as have knowledge of the local community. The position will monitor the grant flow process, assist with citizen participation for decision making, and develop affordable housing programs. You will be part of team that will ensure quality, completeness and on-time delivery of tasks.

To be considered, you must be willing to deploy long-term or relocate to Maui, Hawaii.

You will work onsite and remotely with senior staff, subject matter experts, and junior staff to provide technical assistance and guidance, develop policies and procedures, and design programs for post-disaster recovery efforts. You will be a member of a grants management team and provide technical guidance to ensure compliance with federal, state and local requirements throughout the grant review process to meet established client priorities.


You will also have experience developing or implementing affordable housing projects or programs, including fundamentals of real estate deals such as mortgage origination, tax credits, underwriting, affordable housing financing structures and other elements needed to design and implement long-term affordable rental and homeownership programs. It is preferred that you also have experience with the Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and related affordable housing or homeownership development programs (including CDBG-DR and other HUD and federal housing programs).

Role and Responsibilities:

  • Work as part of a team providing expert services to support housing, community and economic development programs that are part of overall disaster recovery efforts.
  • Assist the team in implementing citizen participation process that is equitable with the primary goal of providing residents especially low- and moderate-income (LMI) residents the opportunity to actively participate in the planning, implementation, and assessment of the programs and projects.
  • Coordinate project stakeholders, work with staff and subcontractors, and work directly with the client and developers to provide advisory/consulting services needed to assemble viable housing projects and programs.
  • Help refine and improve program procedures and processes to implement CDBG-DR funded programs.
  • Develop written products and tools for grantee policies and procedures, program implementation, and design.
  • Measure performance with key metrics.
  • Keep management team informed on challenges, issues, problems & resolutions.
  • Provide timely customer service to Subrecipients and the client


Minimum Qualifications:

  • High School Degree or GED
  • 5+ years of community, state, or federal grants management experience
  • 3+ years of experience providing implementation or technical assistance in the field of disaster recovery, affordable housing, economic development and/or community development.
  • 3+ years of experience with the development of disaster recovery, housing, and/or community/economic development subject-related materials, such as policies, procedures and job aid tools.


Preferred Skills/Experience:

  • Bachelor’s degree in Planning, Public Policy, Government, or a related discipline.
  • in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation.
  • Solid knowledge of how housing and community and economic development programs are implemented at the state and local level. 
  • Project and personnel management skills and experience.
